The UN Represents The Governments Of The World. May A "Bell Of Atri" Represent The People Of The World? (Part 13)

Admittedly, Washington's list of "Countries/Jurisdictions of Primary Concern", i.e. money-laundering hubs (2009-2017) is surprisingly diverse, & includes (other than the US itself) NATO Allies, Canada, France, Germany, Greece, Hungary, Italy, Latvia, Luxembourg, Netherlands, Spain, Turkey & UK; & Non-NATO Allies, Australia, Brazil, Colombia, Israel, Japan, Pakistan, Philippines & Thailand.
But the interesting fact is based on the number of Caribbean countries/jurisdictions on the list: Antigua & Barbuda (pop. 93,219), Bahamas (pop. 407,906), Cayman Islands (pop. 68,136), Dominican Republic (pop. 11.12 million) & Haiti (pop. 11.45 million). According to the latest statistics, the total population of the Caribbean Islands is 44.42 million...which implies that - according to the US Government - ~52.1% of the population may or may not be involved in major money-laundering activities.
Couple that with the following (suspiciously-sparse-in-details) news story: In 2003, Michael Jackson fired John Branca, based on a private investigation on behalf of him, suggesting the flow of funds from Michael Jackson through Sony Music CEO Tommy Mottola & John Branca, into offshore accounts in the Caribbean.
Aside from the complete lack of concern from the FBI, DHS, etc., about Tommy Mottola (who was publicly known for an extremely shady reputation in the entertainment industry), neither Branca nor Ziffren Brittenham (where Branca is a partner & head of the music department) have ever been questioned for misconduct, despite the fact that none of the aforementioned accused made any attempt to legally rebut or defend themselves against the accusations? To complicate matters further, the US judicial system has repeatedly defended John Branca's legal license & claim to have been nominated by Michael Jackson to be the primary executor of his estate (based on an error-ridden Will that was allegedly signed & dated in 2002 in Los Angeles, i.e. on a day when Michael Jackson wasn't in the city & prior to the discovery of Branca's crimes)?
More importantly, how did the findings of the most famous figure in the modern world, not constitute grounds for an immediate investigation into said allegations (in view of other evidence of money laundering activities in the Caribbean), as well as the nullification of the Ziffren Brittenham "Will" that put John Branca in charge of Michael Jackson's estate, from the The United Nations Office On Drugs & Crime (UNODC, a UN specialized agency), International Court of Justice (ICJ, a UN organ), International Criminal Police Organization (INTERPOL, an intergovernmental organization), Financial Action Task Force (FATF, an Intergovernmental Organization), International Criminal Court (ICC, an Intergovernmental Organization), etc. for the last ~15 years?

According to current information, since ~15 years, the World Bank Group (WBG, a UN specialized agency) has been directly &/or indirectly supporting &/or endorsing the "Bridge International Academies", a business designed to provide cost-effective education to the children of Developing World countries, that has recently been exposed for condoning pedophilia &/or taking steps to silence whistleblowers &/or private investigators &/or actively shielding pedophiles from facing justice.

How have "Bridge International Academies" co-founders Dr. Shannon May, Mr. Jay Kimmelman & Mr. Phil Frei, not stirred so much as a glimmer of interest from the law enforcement &/or judicial authorities of their respective countries of origin?
How has this travesty against the most innocent of humankind - children - only brought an acknowledgement by the WBG for "the need for introspection"? Where are the Office of the United Nations High Commissioner for Human Rights (OHCHR, a UN department), United Nations Children's Fund (UNICEF, a UN specialized agency), United Nations Office On Drugs & Crime (UNODC, a UN specialized agency), International Criminal Police Organization (INTERPOL, an intergovernmental organization), etc. for the last ~15 years?

The People Of The World question:
Are these problems the result of the fact that intergovernmental organizations, e.g. the UN, INTERPOL, FATF, ICC, etc. are legally obligated, if (as is mostly the case) they must choose, to prioritize GOVERNMENTS over PEOPLE?

Given that Michael Jackson is considered the most financially-savvy, disciplined & humanitarian entertainment industry star (perhaps of all time), could anyone who isn't obligated to put GOVERNMENTS before PEOPLE, have even dreamt of undermining the credibility of the judicial & financial systems of dozens of countries & jurisdictions across the world, by legitimizing a clearly-falsified will & empowering the people he fired for trying to attack his hard-earned reputation & assets? Could the damage from intergovernmental organizations' obligations be minimized, via a platform created for the purpose of finding/designing legally-admissible & financially-feasible strategies &/or tactics to reverse injustice(s) &/or identifying the perpetrator(s) of said injustice(s)?
Given that the children who were being sexually abused & their legal guardians, were too poor to merit so much as an audience with the UN let alone actual help, could the damage have been cut down to a (still tragically unjust) single case, if said case had been brought to the attention of all the members of the vulnerable/targeted populations through a forum designed to prioritize the grievances of PEOPLE over the objectives of GOVERNMENTS; if informed well in time, those families that have been forever scarred, could have responded by unanimously ignoring the seemingly benign offers of "affordable education which could improve the future of the children" & worked on sharpening marketable skills in their children, e.g. by apprenticing them with themselves or with people they knew could be trusted?
