VSO:SSTR:FID Humanitarian aid and protection of populations can't take place until Afghanistan is Stabilized and Secured.
This means counterterrorism operations that neutralize the Taliban, ISIS, Al Qaeda, Hezbollah, Hamas, on the village level. This does not mean negotiations with the terrorist groups, this mean neutralization.
The United States and allies bear responsibility for atrocities in Afghanistan, because they turned over control of the Afghan government to the National Counterterrorism Center classified terrorist groups and material support through transfer of $85 Billion in advanced U.S. weapons technologies.
Material Support of Foreign Terrorist Organizations (FTOs) - International Law

1. Those invading Afghanistan were National Counterterrorism Center: ODNI classified Transnational Terrorist Groups.
2. We don't allow transnational terrorists to invade, occupy and annex countries.
3. U.S. and International Law prohibits material support of transnational terrorist, crime networks and state sponsors of terrorism.
4. Instead of withdrawal of military forces and transition of governmental control, we needed to mobilize international support (Intelligence: Defense: Interpol: LEO Fusion Support) for Stabilization and Security (Counterterrorism) operations.
We have guidelines for nonprofits and NGO', perhaps the International Bar Association can provide a resource for countries.
The primary prohibition on material support of terrorism is in the Anti-Terrorism and Effective Death Penalty Act (AEDPA), which prohibits material support to Foreign Terrorist Organizations (FTOs) designated by the Secretary of State. -- The Prohibition on Material Support and Its Impacts on Nonprofits : Charity & Security Network.
