A ULEZ too far ?

By now we've all heard of the controversersies surrounding Siddiq Khan's proposed ULEZ extension. Of couse clean air is paramount, the most basic need we have, but this seems to have run up against people who don't wish to / maybe can't afford to?replace their older vehicles (and are too wedded to the things to concieve of alternative transport plans).
The current ULEZ boundary is the North and South Circular Roads.
Interestingly perhaps the map of areas of London by MSOA where non car owners are in the majority coincides pretty closely with this old N/S Circular boundary - further out, in 2011 anyway, househods with access to a motor vehicle were in the majority.

It would be pretty bad if politics overrode (literally, sort of?) clean air but what will be the electoral effect of this extension into more car-owing territory ?
