UK Mandates Second Staircases in New High-Rise Residential Buildings

The UK government is implementing new regulations that will require all newly constructed residential buildings over 18 meters (approximately 59 feet) in height to include a second staircase. This requirement will take effect on September 30th, 2026, as part of broader efforts to enhance building safety standards across the country.

In addition to addressing new construction, the government is also examining potential safety upgrades for existing tall residential buildings. This review process is being informed by recommendations from the ongoing Grenfell Tower Inquiry, which is evaluating the need for personal emergency evacuation plans in high-rise housing.

The 18-meter threshold for the second staircase mandate was established after a public consultation that incorporated feedback from fire safety experts and leading architectural organisations. According to the Housing Minister, Lee Rowley, this new guideline will provide clarity for developers while prioritising the safety and security of residents.

To allow the construction industry sufficient time to adapt to the new regulations, a transition period has been defined. This measured approach aims to balance the need for expeditious safety improvements with the practical realities faced by developers operating in a challenging economic landscape. Projects that have been stalled in the planning phase can now proceed with certainty regarding the regulatory requirements.
