UK Announces New Laboratory for AI Security Research (LASR) To Stay Ahead In AI Arms Race
The UK has unveiled plans to establish a cutting-edge laboratory focused on AI security research, aiming to maintain NATO and its allies' technological advantage in the emerging "AI arms race."
The Laboratory for AI Security Research (LASR) was introduced during the recent NATO Cyber Defence Conference and will receive an initial £8 million in government funding.
LASR will collaborate with leading experts from UK universities, allied intelligence agencies, and private industry to enhance cybersecurity both domestically and internationally.
Addressing National Security Challenges
“NATO must continue adapting to the world of AI, because as technology evolves, so do the threats,” stated Pat McFadden, Chancellor of the Duchy of Lancaster, while addressing NATO allies at the conference.
An initial investment of £8.22 million will fund the laboratory, which aims to collaborate with UK universities, intelligence agencies, and industry partners to strengthen cyber resilience and foster growth in the AI sector.
It aims to counter the evolving AI-related risks to national security. The funding model will encourage further contributions from the private sector, leveraging the initial government investment as a catalyst for broader financial support.
Collaboration to Strengthen Cybersecurity
LASR will work closely with UK universities, allied intelligence agencies, and private industry to advance cybersecurity both domestically and internationally. “NATO needs to continue adapting to the world of AI, because as technology evolves, so do the threats,” said Pat McFadden, Chancellor of the Duchy of Lancaster, during the conference.
McFadden explained that the lab aims to unite leading experts to assess AI’s impact on national security. “While AI can amplify existing cyber threats, it also offers opportunities to develop better defensive tools and enhance intelligence collection and analysis,” he noted.
Key partners include the Foreign, Commonwealth and Development Office, the Department for Science, Innovation and Technology, GCHQ, the National Cyber Security Centre, the Defence Science and Technology Laboratory, the Alan Turing Institute, the AI Safety Institute, the University of Oxford, Queen’s University Belfast, and the innovation firm Plexal. The laboratory will also work with international allies, beginning with the Five Eyes nations—UK, US, Canada, Australia, and New Zealand—and NATO members.Lessons from History and a Strong Stance on Ukraine

Reflecting on historical lessons, McFadden referenced Neville Chamberlain’s appeasement policies in the 1930s, which allowed fascist powers to grow unchecked. “Appeasing dictators engaged in aggression only emboldens them,” he said. Highlighting the UK's unwavering support for Ukraine, McFadden added, “Putin seeks destruction, not peace, and his threats will not deter our commitment to Ukraine's sovereignty.”
Broader Cyber Resilience Initiatives
The establishment of LASR comes alongside other key initiatives to improve the UK’s cyber resilience. These include the forthcoming Cyber Security and Resilience Bill and a £1 million cyber incident response project, also unveiled at the NATO conference. The lab will seek further investment and collaboration with industry partners in addition to its initial funding.
The Chancellor also emphasized the lab’s role in countering Russian aggression in cyberspace, warning of the Kremlin's readiness to launch a cyberwar against the UK. This proactive approach underscores the critical importance of innovation and collaboration in addressing the evolving cyber threat landscape.
McFadden emphasized the critical importance of robust defenses in the face of daily cyber threats. "Cyber war is now a daily reality, testing our defenses constantly," he said. "The scale of these threats demands an equally strong resolve to protect our citizens and systems. Seventy-five years after its creation, NATO remains vital, having adapted to challenges like nuclear proliferation and drone warfare."
He cited a recent example where the US identified North Korea’s use of AI to enhance its cyber capabilities, warning that while North Korea may be the first, it will not be the last nation to exploit AI in this way.
Harnessing AI’s Potential
Stephen Doughty, Minister for Europe, North America, and UK Overseas Territories, underscored the dual nature of AI as both an opportunity and a risk. "AI holds enormous potential. To ensure it remains a force for good, we must fully understand both its opportunities and threats," he said. "The launch of this world-leading research lab will enhance AI security, ensuring the UK and its allies benefit from AI while countering adversaries who might exploit it to undermine national security and economic prosperity."
