UGC chairman advises all HEIs to implement IDP and review guidelines

The UGC Chairman stated that all educational institutions must prepare an Institution Development Plan and has urged leaders to read the guidelines.

The University Grants Commission (UGC) has emphasized the significance of Institution Development Plans (IDPs) for Higher Educational Institutions (HEIs). Under the leadership of UGC Chairman Jagadesh Kumar, the commission has released guidelines aimed at improving educational excellence and innovation.

Why is the Institutional Development Plan (IDP) important?

In a video message shared on the official X (formerly Twitter) account of UGC India, the UGC Chief emphasized that each educational institution is tasked with two primary missions: the social mission and the academic mission.

The social mission involves providing students with access to quality education and preparing them for their chosen professions. On the other hand, the academic mission focuses on excellence in teaching, research, innovation, and international collaborations.?

All educational institutions are urged to develop tailored IDPs to fulfill these missions, aligning with their unique goals and objectives. These IDPs encompass various enablers, including academic excellence, research, capacity building, and digital technologies.

Guidelines provided by the UGC for the Institutional Development Plan of HEIs

As per the UGC guidelines, the IDP is designed to achieve 10 key objectives, which include:

  • To articulate a clear vision and mission of the institution and align them with National Education Policy 2020, NCrF, SDG, and the institute’s educational and research activities and social objectives.

  • To assess institutional developmental needs through wide consultative processes.

  • To identify capacity (human, material, and financial) and organizational gaps, based on the goals and priorities.

  • To develop Annual Activity/Capacity Building Plans to build capacity and remove gaps.

  • To establish a transparent system for holistic, inclusive growth and development of the HEI through the application of all relevant tools, technologies, and opportunities (particularly Digital Technologies) for ensuring optimal utilization for overall balanced growth.

  • To establish an ethos of holistic lifelong learning and an operative framework to promote better employability and entrepreneurship by integration of skilling into Higher Education.

  • Develop an operative framework to promote the Internationalization of education, international equivalence, and exchange of faculty and students.

  • To ensure meaningful engagement of all stakeholders in the development and implementation of its IDP.

  • To quantify the institution’s goals using Indicators and Time-Bound Targets, and Implementation Plans.

  • To undertake Periodic Reviews and appropriate measures for continuous course corrections and further improvements.

The proposed Institution Development Plan by the UGC will prove? essential for HEIs to address specific gaps unique to each institution. This roadmap will in turn aid HEIs improve their teaching, research, and boost efficiency. By following these plans, HEIs can better meet students' needs and contribute more effectively towards building a stronger ecosystem of higher education in the nation.
