Towards the United States of Europe: Reflections and Actions in 2024
Dear Federalists,
The world today faces a period of profound instability. In fact, it is becoming a “world of war”. The rise of geopolitical tensions, internal challenges to liberal democracy by political extremists, including the role of the techno-oligarchs, and the growing influence of authoritarian regimes underline the lack of effective governance structures at the global level. These crises stand in contrast to the optimistic immediate post-Cold War period, which saw significant democratic progress, economic growth, and regional integration only to be overshadowed in recent years by the breakdown of multilateralism, increasing inequalities and renewed threats to democratic values.
In Europe, but not only, these trends have been accompanied by the alarming rise of far-right movements and divisions within the pro-European majority in the European Parliament. Unity among pro-European political forces is more needed than ever to protect the EU’s fundamental values and to ensure a better future for Europe. This is why in 2024 the Union of European Federalists was at the forefront of asking for the creation of a pro-European multi-party coalition, underpinned by a common programme, to elect the new European Commission.
The war in Ukraine has become a defining moment for Europe’s future. Supporting our partner is a necessity, as this war is about safeguarding Europe’s own stability and resilience. It also highlights the urgent need for establishing a European Defence System, as European pillar of NATO The unpredictability of the transatlantic relationship, as demonstrated by political shifts in the United States, underscores the necessity for Europe to take greater and autonomous responsibility for its own security. The Union of European Federalists will work in 2025 on concrete proposals in the field of European security and defence.
At the same time the EU’s current institutional design is insufficient to address the structural crises of our time.The Union must evolve into a fully federal union capable of responding decisively and democratically to the great transnational challenges, from security to climate change, from digitalisation to migration, from health to demography, and so on. The politics of the veto in the Council and the exclusion of the European Parliament from fundamental policy decision such as budget revenues, taxation, and debt, pose an unsustainable decision-making problem, both at the efficiency and democracy dimensions.
Therefore, reforming the European treaties is a necessary step to empower institutions like the European Parliament, eliminate vetoes in foreign and security policy. The November 2023 European Parliament’s proposal to amend the Treaties under Article 48 marks a pivotal opportunity to advance in these reforms.
However, the inaction of the European Council must be overcome.
This why in 2025 we will launch a petition to the European Parliament on the matter, in line with the political resolution adopted by our Federal Committee gathered in Budapest, Building Consensus for Treaty Change, on 16 November 2024.
For the Union of European Federalists, this is a call to action. Our organization is committed to advocating towards member states and mobilizing citizens to push for these essential treaty reforms.
The vision of European federalism aligns with the aspirations that followed the fall of the Berlin Wall in 1989: a united, democratic, and peaceful Europe capable of leading global efforts for humanity’s well-being.

In an article published in ‘Le Monde’, a group of around fifty leading politicians, intellectuals and activists, calls for Europe to take a leap of faith in the face of ‘international imperialism’ from China, Russia, and the United States.?This article is proposed by UEF France.

Germany
Stay democratic and do not cooperate with extremist and pro-Russian forces.
In view of the German national elections on 23 February 2025,?Europa-Union Deutschland?calls on pro-European parties to:
1) Never collaborate with extremist and Russia-aligned forces such as the AfD or BSW, neither formally nor informally, at federal or state level.
2) Never consider permanent border controls within the Schengen Area as a solution to crises or challenges, but instead always prioritize European cooperation.
3) Ensure effective control of irregular migration to Europe through collaboration solely with democrats and in full respect of human dignity, European law, and international law.

Follow EUD's campaign for the German elections here. With the slogan ‘Germany votes, Europe counts’, Europa-Union?and?JEF Germany?want to emphasise the central importance of Europe for German politics and make European issues visible in the election campaign.
They want to motivate citizens to actively participate in the construction of Europe.

Italy
1) In the past few days, as February 24 approaches, MFE has taken the opportunity to support a proposal coinciding with a demonstration held in Bologna on Sunday, February 2, against Russian interference in European media and politics.
This demonstration, which MFE joined, served as a platform to advocate for February 24—the anniversary of Russia’s invasion of Ukraine—to be declared European Resistance Day.
The text of the appeal has been published on a dedicated platform accessible from our website, where it can be signed.
It has also been shared with numerous Ukrainian associations, who have translated it into Ukrainian and are actively helping to disseminate it.

2) Following statements by Prime Minister Meloni and other government officials regarding ongoing negotiations between the Italian government and Elon Musk’s company, SpaceX, for the use of Starlink satellites in sensitive government and military communications—and in light of the ensuing debate—Nicola Vallinoto, a member of MFE and WFM, has prepared a technical and political analysis in italian (For a European digital sovereignty against oligarchies) on the subject in coordination with the MFE Secretariat.
