Welcome back to the second edition of the UEF Insider newsletter for 2024. In this edition, we take a closer look at our campaign for the European Elections 2024, upcoming and past events and activities, and all the ways in which you can contribute.
UEF reiterates its commitment for EU Treaty change and launches its campaign for European elections 2024
Last week saw the conclusion of our extraordinary Congress to amend the Statutes and the Federal Committee that launched our political campaign for the 2024 European elections.
The extraordinary Congress - attended by some 90 delegates - amended our Statutes, redefining the role of the UEF Secretary General. This change was in line with what was alredy presented in our Congress in November and the FC in January
Here our amended Statutes: LINK Immediately afterwards, the UEF Federal Committee took place. As a first act, the Federal Committee approved UEF President Domenec Ruiz Devesa's proposal to accept the resignation Secretary General ad interim Luisa Trumellini, and approved the Executive Bureau's choice to appoint Ilaria Caria as the new Secretary General.? The FC continued with the political debate where our President Domenec Ruiz Devesa', Vice-Presidents Alin Mituta and Giulia Rossolillo, and our guests MEPs Mercedes Bresso and Beatrice Covassi took the floor. ? Domenec Ruiz Devesa presented our latest advocacy actions towards the members of the European Council, a joint action with our partners from the Spinelli Group, JEF Europe and EMI, whom he thanked.? UEF President pointed out in his report that "It is clear that the current President of the European Council, Charles Michel, possibly with the support of some Member States, is actively not putting the topic on the agenda. The Communication of the Commission on the matter was also?disappointing. They do not even mention the simplified procedure or the Accession Treaty procedure. They only mention the paserelle clauses."?- said Domenec Ruiz Devesa -? "Whoever is going to be the next president of the European Commission and the College of Commissioners will be elected in a second step, as you know. The coalition programme that the European political parties have to agree on the joint coalition programme, but it must include treaty reform and this must be a condition for the Election of the next Commission President. It is a fundamental thing we must request as UEF. We are well justified to make this demand, which is very important and?concrete. In light of the upcoming European Elections campaign, UEF will work towards highlighting the importance of institutional reform and bringing it to the attention of candidates and the general public."

UEF Political Campaign FOR A FEDERAL EUROPE, WHICH ACTS AND PROTECTS
The European context
During the years 2019-2024, the European Parliament was the protagonist of the second attempt in its history to initiate a reform process of the European institutions, which led to the approval of the text for the reform of the Treaties with the vote on 22 November 2023.
At this historic moment, in 2024, after the Covid pandemic, Russia's aggression against Ukraine and the rekindling of the long conflict in the Middle East, European citizens are going to vote again and will have to decide whether or not to renew their trust in political parties that want to empower Europe as federal, sovreign and democratic?or against those who campaign for less?Europe.
This is? the reason why we are so committed as European Federalists with our political campaign for the incomping European election:
Tools for campaigning
The pledge?will be presented to as many candidates as possible asking for a direct commitment on the reform of the Treaties and to become a member of the Spinelli Group.
The manifesto is the basis for our political actions.?The UEF has made a commitment to promote the contents of this manifesto among the European political families so that it can be included in their programmes. ?
The aim of this paper is to highlight what kind?the reforms the European Union needs in order to be able to act effectively in areas where common policies are fundamental and can can be achieved only through the convening of a Convention, as envisaged by the ordinary revision procedure, and not through other instruments provided for by the Treaties. Neither the simplified revision procedures of Article 48(6) and (7) TEU nor the possibility (provided for in Article 49 TEU?of laying down adjustments to the Treaties on the occasion of the accession of new member States are indeed viable avenues for the effective and comprehensive reform that is needed today. The Memorandum has been sent to the european political parties through several communications and actions.

The European Union has a mix of 30 kinds of tanks, 20 types of planes, and 27 different military offices. The U.S., on the other hand, has just one military headquarters and fewer kinds of tanks and planes. If European countries shared their military resources and worked together more, they might be stronger within NATO and less reliant on the U.S. So, the big question is: Should the EU team up for its own defense and foreign policies, maybe even start a European army? Or should it just stick to working within NATO?

The threat to European security posed by Russian imperialism is forcing Europeans to face the question of the need to equip themselves with a common defence, to become capable of protecting themselves. The European Letter wants to contribute to this debate by explaining that a true European defence is not credible unless there are those transfers of sovereignty at the European level to give endow the Union with its true autonomy of government, not only by freeing itself from the vetoes and blackmail of the member states, but also by creating the conditions for expressing a genuine European general interest.
