UBER/OLA Cabs Issue - Please share if you agree...

Every day most of us who hire cabs for going to office or college or even for other engagements, suffer from regular cancellation by drivers once they ask the destination. They interfere in your calls and give unwarranted suggestions. They would stand at a place and invite call from you so that you tell them directly as to which place we have to travel and if it suits them, they would come or cancel it. There is waste of time and frustration.
Ironically, if we cancel the cab we immediately get a bill of 40-45 rupees. And then we keep exchanging messages for refund.
Secondly there is no column that allows commuter to certify the fitness of the vehicle from the safety point of view. It seems safety of vehicle is not covered in the private cabs agenda.
I travelled in a vehicle that had all the Tyres bubbling. The vehicle was shaking badly. Unfortunately there is no column or policy where you can report such issues. When entered into a mail, what they say is "Sorry, we will convey this to driver. But, we have no policy for refund.." My point is, if we pay full amount for a good vehicle, we are entitled for a good vehicle and not a damaged vehicle. And if under emergency, we do need to travel, due to paucity of time, then there should be a column and policy to compensate it. Uber/Ola does not insure us for any accident.
My three suggestion is:
1. Driver should not have choice of cancellation of trip and if he cancels, a significant charges amounting to same as we pay for cancellation, should be added to our account. And if there are more than 3-5 cancellation by a driver, the vehicle should be grounded.
2. There should be a proper "Vehicle Safety Certification" which is not present at the moment. Safe vehicle is very necessary since we pay for a good working vehicle and not for a dirty or accident prone vehicle.
3. Most of the drivers are on mobile speaking to their relatives or friends while driving. How far is that safe? This needs to be brought to the books.
