The two sides of the consensus principle
The ideal of democracy is consensus. No decision against the will of individuals.
In practice, however, majority decisions are required. Because 100% agreement cannot be achieved in large groups. Also because the consensus principle gives individuals the opportunity to blackmail. Victor Orban, the authoritarian Prime Minister of Hungary, makes regular use of it in the European Union.
The principle of consensus is a democratic ideal, and it can destroy democracy at the same time. We should use it sparingly.
