Child Porn & Bid Rigging in Florida

David Scott, the deputy city manager for North Miami Beach, is facing 15 felony counts related to child pornography.

His arrest report shows a detective with the Miami Police Department’s Special Victims Internet Crimes Against Children (ICAC) identified Scott as a suspect who had uploaded 31 images and videos of child sexual abuse materials and attempted to buy 6,000 videos and pictures of children online through various social media platforms.

Scott was promoted to Deputy City Manager in July 2023. He previously worked for a year as Director of Public Works.

In Fort Pierce, Nick Mimms, who is under indictment on charges of bid rigging and official misconduct, will continue to be the city manager here until mid-February, when he will be fired, the City Commission decided in a 3-2 vote Monday.

He has been placed on unpaid leave and is drawing down PTO until the separation date.

SHOCK: San Antonio Voters Repeal City Manager Salary Cap

All six proposed San Antonio Charter Amendments, including a repeal of caps on the city manager’s pay and tenure, held approval to pass.

Polling had suggested voters would reject efforts to lift the salary cap which limits the city manager's salary to a maximum of ten times the lowest paid employee's salary.

The cap was pushed by the firefighter's union back in 2018 when it went to war with former city manager Cheryl Sculley.


City Manager Residency Requirements Continue to Make News

Multiple communities are discussing and wrestling with residency requirements for their top executive.

WV: Charter change regarding city manager residency faces opposition in Morgantown

The residency requirement took center stage in September 2022 when council was forced to investigate “concerns” about whether current City Manager Kim Haws was living in Morgantown.

NH: Norwich town manager allowed to work remotely

The board voted 3-2 on Oct. 23 to amend Town Manager Brennan Duffy’s contract to eliminate a March 2025 deadline for him to relocate to the Upper Valley from Rutland, where he currently resides.

MD: Dorchester County Votes to Keep Residency Requirements for County Manager

The electorate voted 61.4% to keep the residency requirement.
