Having worked with Building Materials companies for over 7 years, I have seen several instances where Transporters have have taken some Cement Companies for a ride by exploiting loopholes in Logistics truck movement.

In the intricate world of logistics, transporters often seek innovative avenues to optimize their incentives. In some sectors like Cement in India, these loopholes have been exploited extensively by transporters over a period of time. Given the low bargaining power of Cement companies with large fleet owners, many Cement companies also have been turning a blind eye to these practices by transporters. This has escalated to such an extent that many transporters now look at this as an 'entitlement' rather than a 'malpractice'. The Sales Personnel also have accepted and legitimized the existence of these practices with the Senior management and promoters. These are seen as an additional incentive to the coterie of transporter & Dealer who internally share the spoils amongst themselves through a well established mechanism. Often the Logistics / Dispatch personnel in manufacturing plant are also hand in gloves with the transporters and Dealers. In this article, I shed light on two loopholes that have quietly shaped the game, offering transporters additional gains.

1. Back-Loading Dynamics: Maximizing Efficiency, Minimizing Costs

Back-loading, a strategic maneuver in the logistics playbook, involves inflating freight costs in the books of accounts. Cement manufacturers, in their quest for cost optimization, have uncovered a game-changing strategy. By carefully manipulating the traditional route of cement dispatch, they manage to charge for extra freight costs while only incurring a fraction of it on the ground.

How it works:

  • Distributors book cement from the plant, routing it through a depot on paper.
  • In reality, the truck bypasses the depot, delivering directly to the customer.
  • Distributors charge the company for the entire route, pocketing the difference as profit.
  • Transporters are paid for non-existent costs, creating an opportunity for additional incentives.

This clever tactic not only influences the bottom line positively but also provides room for marketing tools and customer discounts, enhancing volume share in the competitive market.

2. Lead Distance Manipulation: Crafting Opportunities for Discounts

Transporters explore another loophole by booking orders for longer lead distances and unloading material at shorter destinations. Cement makers end up paying higher freight costs for longer distances, creating an excess that becomes an asset for dealers or channel partners.

How it unfolds:

  • Orders are booked for longer distances, charging higher freight costs.
  • Trucks unload at shorter distances, creating an excess in freight charges.
  • Dealers leverage this excess to offer discounts to customers, boosting sales.

Despite potential higher freight costs for manufacturers, the strategic advantage of gaining market share often outweighs the financial impact.

Front-Loading Dilemma: Balancing Fair Practices with Market Dynamics

While not inherently unfair, front-loading presents challenges for cement manufacturers. The unity of ground-level operators bidding for disproportionately higher freight costs between two destinations can leave manufacturers with limited choices. Front-loading activities, particularly in densely-populated production zones, can disrupt market equilibrium and challenge prevailing cement prices.

Key implications of front-loading:

  • Distorted cement prices in forwarded markets.
  • Increased risk for the origin state due to potential oversupply.
  • Loss of realization delta for cement manufacturers.
