King’s Speech Reveals UK Digital Identity Plans

The UK Government has reaffirmed its commitment to enhancing digital ID, as announced in the King's Speech on 17 July, with the introduction of the Digital Information and Smart Data Bill.

While the Bill's exact details are yet to be revealed, the Government has outlined its intentions to establish digital verification services to streamline identity-verification processes, support the creation and adoption of secure and trusted digital identity products and services from certified providers, and promote standards for digital identities focusing on privacy, security, and inclusion.

Following the announcement, the Open Identity Exchange (OIX) sent a letter to the Secretary of State calling on the government to accelerate digital ID rollout, recommending a digital wallet strategy, clarity on ID usage across public and private sectors, and leadership on cross-border identity interoperability.

North Carolina Paves the Way for Mobile Driver's Licenses

Governor Roy Cooper has signed into law House Bill 199, which will give North Carolina drivers the option to switch to a digital credential starting July 2025. The North Carolina DMV supports the change, citing increased security compared to physical cards.

Meanwhile, Illinois is also moving forward with mobile driver's licenses, with a proposal to allow the Secretary of State's office to launch the process of finding vendors for digital ID production reaching the governor's desk.

South Korean Banking Sector Embraces Mobile ID

Commercial banks in South Korea are set to introduce digital identification cards on their mobile apps within this year. KB Kookmin Bank, NH NongHyup Bank, and a consortium of Kakao and KakaoBank have been selected to offer mobile ID through their apps. The initiative is part of the Ministry of the Interior and Safety's project to allow private companies to provide services linked to the public sector. This move aligns with South Korea's broader plans to use blockchain technology for digital IDs, aiming to have approximately 45 million citizens enrolled within two years.

Philippines Pushes for Wider Adoption of Digital National ID

The Philippine Statistics Authority (PSA) has launched a Digital National ID to address delays in physical card distribution. PSA-7 Director Ariel Florendo urged the public to utilize the digital version, stating that it is accepted in all establishments, with hefty penalties for those establishments that refuse to accept it. The digital ID is available through a website or the eGovPH app, and the PSA aims to reach 7 million registrations in the Central Visayas region by the end of September through mobile registration efforts.

ETSI Updates Technical Report on Privacy-Enhancing Technologies for Digital ID

The European Telecommunications Standards Institute (ETSI) has published an updated revision of the technical report "ETSI TR 119 476: Analysis of selective disclosure and zero-knowledge proofs applied to Electronic Attestation of Attributes v1.2.1".

The report provides an overview of the latest research, standardization, and implementation of Zero-Knowledge Proof (ZKP) schemes. It covers advancements in protocols such as BBS+, zk-SNARKs, and Attribute Based Credentials, as well as discussing privacy aspects of revocation and validity checks, and the implications of post-quantum cryptography on ZKP schemes.
