Tulare Lake & Tule Basin Probation Recommended

State Water Board hearing recently Staff recommended Probation for the GSA!

Probation Implications:

• 1. First step toward state (DWR) takeover of GSA and groundwater pumping & fees.
• 2. If issues aren’t resolved within 1 year, it could lead to Chapter 11 enforcement.

It seems all well use will have to be monitored- and this means meters on al wells, but there is an opportunity for ET measuring a cheaper faster solution.

• I think Land IQ lead by Owner Joel Kimmelshue, PhD, CPSS does a fantastic job providing ET groundwater use in many other Districts so this seems like a good alternative that should be seriously considered with the tight window for implementing monitoring and to prevent State taking over. It seems growers in the GSA will have to advocate to get this option.

Final Decision: on Probation in a few months September 17, 2024 from the Board.

• Friant Water Authority chimed in to protect newly rebuilt Friant-Kern Canal, which is still sinking- insisting the Board take action (see details).
• Friant Water Authority having filed a lawsuit against Eastern Tule earlier this year.
• the Hearing will also be September 17, 2024.
