TTC, Inc. is seeking an experienced recruiter to join the team!?This position reports to the director of human resources in our corporate office in Newport News, Virginia, and works directly with hiring managers supporting work locations throughout the country.?The recruiter’s ultimate responsibility is to recruit, capture and hire top talent for corporate, contract and business development positions. The ideal candidate should have 3 – 5 years of recruiting experience, primarily in the government contracting services industry; have a background in technical / IT sourcing and placement; and, have a strong understanding of what it takes to be successful in today’s competitive world of talent acquisition. Duties and responsibilities include the following:

• Manage and administer the hiring and talent acquisition process:
• Develop clear and engaging job requisitions
• Source, review, assess and vet candidates
• Conduct phone screenings and interviews
• Ensure candidate capture efforts are successful, including coordinating offers, assisting with negotiations, and maintaining candidate communications throughout the offer process
• Work closely with TTC’s Operations and Business Development departments to:
• Ensure thorough understanding of contract specs and staffing requirements
• Anticipate and strategically align hiring needs to contract deliverables
• Deliver qualified candidate pools with accuracy and efficiency
• Develop and utilize successful recruiting strategies to source talent, pipeline and develop candidate pools, especially for hard-to-fill positions
• Guide hiring managers through the recruiting process to ensure labor law compliance is maintained and best practices are utilized
• Develop, implement and manage company’s social media recruiting efforts
• Develop networks and talent communities for TTC’s core services
• Attend job fairs and networking events
• Develop and report monthly, quarterly and annual recruiting metrics

?Required Knowledge, Skills & Abilities:

• Proven ability to recruit, capture and deliver top talent in a fast paced, (mostly virtual) environment;
• 3 – 5 years of recent experience as a recruiter supporting DoD and Federal Agency contracts (e.g., DOT, DHS, DOI), required; experience with USAF & C4ISR highly desirable;
• Technical/IT talent acquisition experience, (prefer experience with D365 CRM Software Development, SharePoint customization, System and Network Administration, ASP.Net, Hybrid Cloud Architect, DoDAF);
• Full understanding of the talent acquisition life cycle and current recruiting technology, techniques and resources, (staffing recruiting experience a plus);
• Ability to understand complex and technical PWS job requirements and effectively match them to candidates’ resumes;
• Passion for seeking out, developing and building relationships with candidates and referral sources;
• Ability to work independently, primarily from a home office, while still contributing to and interacting successfully with remote teams;
• Ability to communicate effectively in English, both verbally and in writing.

Desired Knowledge, Skills & Abilities Requirements:

• Bachelor’s degree in human resources, business or other relevant course of study, preferred;
• Military experience preferred – US Army or Air Force Veterans highly desired, USAF and C4ISR a plus;
• Experience or familiarity with skillsets required to support Agile Framework projects, preferred;
• Experience recruiting Cyber Information System Security Officer / Manager (ISSO/ISSM) experts, preferred;
• Experience managing an ATS, including writing reports, producing HR metrics, and maintaining up-to-date data; experience with Paycor a plus;
• Basic understanding of multi-state hiring and labor laws, preferred.
