A Tsunami of Digital Infrastructure
Jeffrey DeCoux
Chairman @ Autonomy Institute | Industry 4.0 Fellow: Building Intelligent Infrastructure Economic Zones ARPA-I
The next industrial revolution is here. Fueled by Autonomy, Industry 4.0 requires the bridging of the physical and the digital. The convergence of 5G, ITS (Intelligent Transportation Systems), IoT, edge computing, APNT (Assured Position Navigation and Timing), are widely seen as the technologies that build that bridge. No single industry has a business model capable of enabling the large scale convergence that will launch the next revolution.
Investment in a 21st-century Intelligent & Autonomous Infrastructure is among the highest priorities for stimulating economic expansion, job growth, national security, and resilience. Edge computing, 5G wireless, Intelligent Transportation Systems (ITS), and an ultra-resilient electrical grid will drive the largest infrastructure buildout in our nation’s history. This next-generation infrastructure will enable the digital and physical, autonomous world fueling a trillion-dollar economic expansion. This infrastructure will create new highways to support more efficient mobility, automated city services, autonomous cars and trucks, autonomous shuttles, industrial robotics, air taxis, inspection drones, and many newer intelligent city applications.
The difference in this infrastructure is the requirement to be densely deployed throughout our urban and rural environments. This new unified infrastructure must support integrated city services, autonomous systems, commercial use cases beneficial to each individual, our communities, our national security, and respect privacy rights.
How do we embrace this new infrastructure to support more intelligent and autonomous cities without every street having the aesthetics of a third-world country? This is one of the challenges the Autonomy Institute is solving with pioneering leadership from government, academia, and industry partners.
Path to Commerce for Connected and Autonomous Systems
The Autonomy Institute is focused on accelerating the "Path to Commerce" for intelligent and autonomous systems, supporting standards and policy/regulations. The Autonomy Institute is supporting business and solving tough challenges to cross the chasm to commercial impact. It could require technology, standards, legislation, petabytes of data validation, testing, regulations, community engagement, collaboration with DOD, FAA, FCC, DOT, city & state agencies, . . . .
The Autonomy Institute is developing the team leading the deployment of Intelligent and Autonomous Infrastructure within cities across the United States and soon worldwide. We are building Autonomous Infrastructure Labs, Autonomous Mobility Corridors, Zones, Regions, Cities, States, and eventually full national deployments. Considerations for the physical infrastructure include:
- Physical Easements to support the accelerated deployment of the Digital Infrastructure - 5G, ITS, Edge
- Digital Easements to support the economic engine that will drive this new industry revenue (Avigation easements over transmission, distribution, pipelines, railroad, highways, telecommunication, and other ROW. New authorizations will be required to allow the use of these "virtual" property easements)
- Support Public-Private Partnerships to allow investors to underwrite the accelerated deployment of infrastructure (This will drive $10s of billions of infrastructure fund investors)
In order for the United States to become a leader in enabling Intelligent and Autonomous Cities, we need to lead the adoption of the Intelligent and Autonomous Infrastructure.

I really like the phrase APNT (Assured Position Navigation and Timing).
