Cost contingency ranges, and the variability in cost outcomes have been recognized for years. Yet many people balk at schedule reserve. And when included, it is generally by increasing activity durations, which can affect the crucial CPM calculations that the schedule model relies on. It also creates psychological problems in execution; people naturally tend to work to meet deadlines (activity end dates) which are now incorrect due to the hidden time buffer. This automatically means the the likelihood of completing on time (ie before addition of time contingency) is at significant risk.
