Trust, Transparency, and Tech: The Triple T of Future Governance

Governments across the world are facing a trust crisis. From skepticism about public spending to concerns over digital surveillance, citizens are more doubtful than ever about the institutions meant to serve them. According to the 2024 Edelman Trust Barometer, less than half of the global population trusts their government to do what is right. This lack of trust weakens public administration, slows down policymaking, and makes it harder for governments to respond to crises.

But there is hope. Technology has the power to transform public administration, rebuild trust, and create a more transparent and citizen-centric governance model. In my talk at ICPAG-25 in Jeddah, Saudi Arabia, I dove deep into how Artificial Intelligence (AI), Blockchain, and Citizen-Centric Digital Platforms are reshaping the future of governance. The Trust Deficit in Government

Before we explore solutions, let’s understand the problem. Trust in government has been declining for decades, fueled by concerns over corruption, inefficiency, and lack of transparency.

  • Corruption: When citizens perceive public funds being misused or officials being unaccountable, trust erodes.
  • Inefficiency: Long wait times for government services, outdated bureaucratic processes, and poor service delivery make people frustrated.
  • Lack of Transparency: Without clear access to information, people assume the worst—especially in times of crisis.

Governments that fail to address these challenges risk losing legitimacy, making it harder to pass policies, enforce laws, and maintain social stability.


How Technology Can Restore Trust in Governance

In the digital age, governments must innovate or risk falling further behind. The three key technologies that can revolutionize public administration are:

1. AI-Powered Transparency

Governments generate enormous amounts of data every day. AI can process this data to predict risks, automate compliance, and improve decision-making.

  • Predictive analytics: AI can detect patterns of corruption or inefficiency before they escalate.
  • Chatbots and digital assistants: AI-powered systems can provide instant responses to citizens, reducing bureaucracy.
  • Data-driven policymaking: Instead of relying on outdated reports, AI can provide real-time insights to help governments make better decisions.

2. Blockchain for Accountability

One of the biggest concerns in governance is corruption. Blockchain technology offers a solution by ensuring permanent, tamper-proof records of government transactions.

  • Public expenditure tracking: Every dollar spent can be logged on a blockchain, ensuring accountability.
  • Smart contracts: Governments can automate public procurement to reduce fraud.
  • Decentralized identity management: Secure digital IDs prevent identity fraud and enhance service delivery.

3. Citizen-Centric Digital Platforms

Transparency alone isn’t enough—governments need active citizen engagement. Digital platforms that allow direct interaction between governments and citizens are key to rebuilding trust.

  • Participatory budgeting: Citizens can vote on how public funds should be allocated.
  • Open data portals: Governments can share spending records and policy decisions in an accessible way.
  • Public service apps: Instead of waiting in line, citizens can apply for documents, report issues, and give feedback through digital platforms.

Case Study: Saudi Arabia’s Vision 2030 & Digital Transformation

Saudi Arabia is one of the most ambitious countries in the world when it comes to digital transformation. Saudi Vision 2030 aims to modernize public administration, improve transparency, and boost economic diversification. Some key digital governance initiatives include:

  • Absher: A citizen services app that allows users to apply for passports, report crimes, and access government services seamlessly.
  • Blockchain for Public Contracts: The Saudi government is exploring blockchain for fair and transparent procurement.
  • National AI Strategy: Saudi Arabia is investing heavily in AI-driven governance for efficiency and public sector modernization.

By leveraging technology to create a more transparent and citizen-friendly government, Saudi Arabia is setting an example for other nations.


Challenges and Ethical Considerations

While technology offers powerful solutions, there are challenges that governments must address:

  • AI Bias: If not properly designed, AI systems can reinforce existing inequalities.
  • Cybersecurity Threats: Digital governance systems must be protected from cyberattacks.
  • Privacy Concerns: Governments must ensure that digital surveillance does not infringe on citizens’ rights.

The key to success is regulating technology responsibly—ensuring that transparency and accountability remain the top priorities.


The Future of Governance is Digital

The message I want to leave you with is this: trust in government is not lost forever—it can be rebuilt with the right tools and policies.

AI can make governments smarter and more responsive. Blockchain can make governments fairer and more accountable. Digital platforms can make governments more accessible and engaging. However, governments that fail to embrace these innovations will fall behind. The future of governance is digital, transparent, and citizen-driven—and the time to act is now.
