Incidentally, no comments one of FEMA's major roles - and major liability - Continuity of Government: the US still lacks an in-coming missile alert protocol.

FEMA needs reforms and emergency management in general - a parading shift.

However, these plans, will destroy a much needed federal agency with perhaps one with the more relevant and important functions in the federal government.

Nearly 15 years of disaster, field, regional and headquarters experience; countless deployments, I am very confident in what I have stated.
