During this "educational period," no penalties will be enforced for non-compliance until February 28, 2025. This measure follows industry appeals for leniency during the transition. Participating countries include Bulgaria, Croatia, Denmark, France, Greece, Italy, Luxembourg, Slovakia, Spain, and Switzerland. Hauliers must prepare for key EU regulatory updates in 2025:?

  • EU Rules: Member states must implement updated transport infringement penalties by February 14, including stricter rest period, work organization, and tachograph use requirements. G2V1 tachographs must be replaced by August 18, with a transitional leniency period until February 28.?

  • ICS2 Customs System: From September 2025, road transport must comply with Import Control System 2, requiring detailed customs declarations for goods entering the EU.?

  • Netherlands ZES: Zero-emission zones were introduced in 14 Dutch cities on January 1, with phased entry bans for vehicles below Euro 5 standards through 2030.?

Additional updates in other EU countries are also planned for 2025, requiring hauliers to stay informed and compliant.?
