Transforming Antiquated Parking Lots: Ways that cities can and should provide incentives for Green and Functional Repurpose of Urban Spaces.

We've all seen them...large areas of concrete and asphalt in a parking lot with trees sparsely planted around the perimeter and possibly a small island here and there. Cars squeezed under every available shade spot. Trees that can't thrive or grow as they should due to the lack of irrigation. The best part is the excessive amount of parking available which rarely if ever comes close to being used. Why is that? It may have been a good idea in the 80's, 90's, etc., but it is time we started rethinking how to transform them. It should be incumbent upon the cities who set these requirements to update their codes and work with owners to assist them in creating better spaces. Here are a few ways we believe they can and should start this process...

1. Tax Incentives

Tax incentives have proven to be effective tools in promoting urban renewal. Municipalities can offer tax breaks, reduced property taxes, or tax credits to shopping center owners who invest in converting their parking lots into green and functional spaces. These incentives not only offset the initial costs but also stimulate property owners' interest in embracing sustainable development practices.

2. Density Bonuses

In dense urban areas, space is at a premium. Municipalities can offer density bonuses, allowing shopping center owners to construct additional floors or residential units if they commit to transforming their parking areas into green spaces. This approach encourages the optimal utilization of space while fostering community connectivity and engagement.

3. Expedited Permitting Process

Streamlining the permitting process can significantly reduce the time and bureaucratic hurdles associated with redevelopment projects. Shopping center owners are more likely to invest in parking lot transformations if they can navigate the approval process swiftly. Expedited permitting sends a clear signal that the municipality is committed to supporting sustainable urban development.

4. Grant Programs

Direct financial support through grant programs can help offset the costs of transitioning parking lots into functional green spaces. Municipalities can establish grant initiatives specifically designed for sustainable redevelopment projects. These grants can cover expenses related to landscaping, tree planting, water management systems, and more.

5. Public-Private Partnerships

Collaboration between the public sector and private entities can yield innovative solutions. Municipalities can form partnerships with shopping center owners, sharing the costs of transforming parking lots into green spaces. This approach promotes a sense of shared responsibility and commitment to the community's well-being.

6. Marketing and PR Benefits

Municipalities can highlight businesses that embrace sustainable practices through marketing and public relations efforts. Recognizing and promoting shopping centers that transform their parking lots can enhance their reputation, attract environmentally conscious consumers, and lead to increased foot traffic and revenue.

7. Flexibility in Zoning Regulations

By updating zoning regulations, municipalities can provide shopping center owners with more flexibility in how they use their land. Relaxing certain zoning restrictions can encourage creative approaches to parking lot transformations while maintaining compliance with safety and environmental standards.

8. Education and Technical Assistance

Offering educational resources and technical assistance can help shopping center owners navigate the challenges of transforming parking lots into green spaces. Workshops, seminars, and guidance on sustainable design and construction practices can empower property owners to make informed decisions.

Conclusion

The transformation of antiquated parking lots into vibrant green spaces is a win-win proposition for municipalities and shopping center owners alike. By offering a combination of financial incentives, streamlined processes, and collaborative partnerships, cities can motivate businesses to embrace sustainable urban development practices. As these parking lots evolve into functional and visually appealing spaces, communities will reap the benefits of improved aesthetics, enhanced environmental conditions, and increased social interaction. It is time to create a better Urban Strategy for these parking fields!

Parkitecture continues to rule the day. Highly restrictive parking codes deter neighborhood service retail--often because residents have strong aversion to change (even the positive kind).
