I had the privilege to sit with Costa Rican expert Paula Brenes Ramirez at Colombian star Felix Ria?o’s podcast “EntreVistas” to exemplify the power of creativity and leadership in the technology sector. But first, what do we mean by technological neutrality? In my opinion, it goes beyond mere availability of technology. It encompasses the fair and unbiased access to technological advancements and their benefits. This concept is critical for the development of our countries, promoting human advancement, social inclusion, and equal opportunities in the digital realm.

Paula’s passion for programming led her to pursue a career in making technology accessible to all. She pointed how Latin America faces unique challenges in achieving technological neutrality. Limited resources, inadequate infrastructure, and disparities in access to technology hinder progress. Overcoming these obstacles requires visionary leaders and creative solutions. Leaders must explore ways to ensure equitable access to technology, considering the region’s specific context. Creativity is paramount in devising solutions tailored to the specific needs of the region.

In our conversation, we briefly discussed Brazil as a case study, as it serves as a successful example of implementing technological neutrality. Its effective use of technologies and spectrum distribution has improved internet coverage throughout the country. This serves as a model for other countries in Latin America because it demonstrates how government policies can promote equal access to technology for all its citizens.

As I have been living in Saudi Arabia for a year, I couldn’t help but comment that their stance on technological neutrality is evolving. For example, in May 2022, the Communications and Information Technology Commission (CITC) held a public consultation on draft "Network Neutrality Regulations Document." This suggests a move towards establishing net neutrality principles, which means all internet traffic would be treated equally without prioritizing specific content or throttling speeds. Moreover, the Kingdom’s ambitious Vision 2030 plan emphasizes digital transformation and a thriving digital economy. This aligns with the goals of net neutrality, which fosters innovation and competition in the tech sector.

The Saudi government’s active role in promoting data-driven innovation offers valuable insights for Latin America. By prioritizing technological neutrality, they create a fair market for their digital maturity journey. This fosters a diverse tech ecosystem where startups and established players compete freely. This, in turn, attracts investment. Multiple stakeholder collaboration flourishes, leading to a wider range of solutions and a more vibrant digital landscape.

Latin American countries can emulate this approach by crafting clear regulations that don’t stifle innovation. Investing in infrastructure like high-speed internet and data centers alongside programs that equip their citizens with digital skills creates a nurturing environment for the tech sector to flourish. This attracts investment and also empowers the workforce to participate in the digital economy, ultimately driving economic growth. As highlighted in the podcast, discussions around smart prioritization, ensuring the urgent doesn’t overshadow the important, and incorporating expert advice into policy design, offer valuable frameworks for navigating the complexities of public policy creation for an inclusive and effective digital transformation.
