Total Enterprise Reinvention in Public Service

Government is a significant driver in our lives. It matters to our economy, our safety, and our communities. We all rely on it to get things done.?

?There’s a curious phenomenon about government: it looks easy from the outside. People outside of government often view it with impatience and generally conclude managing government is not hard to do.

?People inside government know it looks easy from the outside. They also know how hard it is to get anything done. It’s very hard. But they are too busy to stop and explain that. On a good day, the?unrelenting pressure of compliance and an overwhelming amount of work make rendering services a heavy lift. Layer on top of that over-lapping waves of crises – a global pandemic, workforce challenges – and you end up with a seriously challenging landscape.??

?What happens next will be interesting. People outside of government have migrated to new ways of using technology to get things done. They expect things to be fast and efficient and that is their new normal. They will have the same expectations of their “asks” of government. As we move forward, tech is going to continue to change and improve. This matters because demands on government won’t change, but they will start coming?much faster.?

?At Accenture, we believe the idea that government can continue to succeed by limping with outdated technology along should be called into question if for no other reason than this: the pace at which the demands from citizens are going to come will likely outmatch government capabilities.??

?This is an opportunity to stop and take a breath, and to use this pause to rethink how tech enables government. To reinvent government processes and capabilities to match the pace at which the rest of the?world moves and gets things done.??

?Now is the moment for Total Enterprise Reinvention.??

?Total Enterprise Reinvention is a strategy that is centered around a strong digital core focused on continuous reinvention across all aspects of an organization. Let me tell you what I mean more specifically:?

·?????? Total – All of it. We must have a courageous appetite if we want to get the outcomes we seek. We do not plan on nibbling around the edges of a challenge of this magnitude.?

·?????? Enterprise – Everything you do should be driven by the modern technology you use. If you are not sure about that, ask yourself how it felt the last time you misplaced your cell phone! Smartphones are a great example of an enterprise change in our personal lives.?We all use them to solve problems all day, every day. That’s enterprise. And that kind of change should be brought into government.??

·?????? Reinvention – Webster defines it this way: “the action or process through which something is changed so much that is appears to be entirely new.” For decades, we have talked about reform in government – which, put simply, means to return something to some previous?state of functioning.??

With all the intelligence and technology available in the world, it’s time to ask for something more.?
