Timeout problem with Verifiers and IScan 2 on Windows 10

Our team has an immediate need for a rather specialized contractor. We are looking for a Windows 10 USB driver expert at the lowest level, someone who lives USB, kernel mode, USB bus analyzer, etc. We are chasing the same bug across multiple devices, so this would be a short-term assignment.
Client is hoping that the contractor can come in and identify the source of his problem and create a plan as to what resources will be needed to fix it.
"We have USB problems with Verifier 320, Verifier 310, Verifier 300 LC 2.0, and IScan 2. The problem seems to be related to computers with the newest Intel processors and chipsets running Windows 10.
The problem is indicated as a timeout or initialization error on these four USB devices. This is not COMPANY firmware, SDK or device driver problem as it appears that all USB devices will have very slight slowdown in USB communications.
The slightly slower USB communications causes a buffer overflow in these USB devices.
Currently, the only know workaround for this problem is to configure the Windows Device Manager to use the default “Microsoft Basic Display Adapter” graphics driver.
To date, Microsoft is not planning to fix this problem. According to Microsoft, the 3rd party graphics drivers are given priority over any Microsoft driver. Because of driver priority, the Intel and AMD Display Adapter drivers are impeding the Microsoft USB host controller driver. While we have opened support cases with Microsoft, Intel and AMD, no one is willing to fix the issue or make changes to their code.
