Why some people say that?
Time Blocking is a sort of hybrid between a "productiviy system" and a "time management system".
Thus, there are people that don't like to use something they don't call clearly by one unique label.
But there are more things:
Time Blocking needs to be written, and that adds work.
Not only in Time Blocking but in most methods there are people who see the need to be written as additional work.
Many people search for Time Management because they feel highly streesed because they don't get their things done.
They feel they don't get their things done because they have so much work to do that they feel it as impossible to achieve.
And when they see that Time Blocking includes drawing on a schedule and writing things they see it as more work and more stress instead of what it really is: a tool to reduce your stress because you are getting more things done than now.
Time Blocking is sometimes seen as a work itself.
We live in a world of schoolar califications, and many people take that paradigm with them for years and years.
Thus, some people see Time Blocking and almost any Time Management method as a goal itself instead of what they really are: a tool for achieving your goal of managing your time better than now.
They feel they add tasks to their actual tasks because they have to do this and that to follow the method the right way.
They ask something like "Am I doing the Time Blocking right?" because they are worried about their level of excellence following the method.

But this is not about getting a diploma and a clap for being the best in Time Blocking as if it was a school subject.
This is about using Time Blocking for achieving your personal goals better than now.
So, the question is more "Are you getting more things done than before or not?" or "Are you less stressed than before or not?" than "Am I doing the schemes good enough?".
If you don't understand Time Management Bases you probably don't understand Time Blocking.
And not only Time Blocking but any kind of time management or productivity system or method.
Of course mastering Time Blocking takes time and work!
But it's one of the quickest methods to implement once you understand the basic part.
There are some other systems that are a lot of more complex and slower to implement, and some of them can even be in that doubt about if they are really a tool or a goal themselves.
Time Blocking is a tool, clearly a tool.
