Time for All School Systems to Pass Students Based on Actual Grades

I am not surprised by what is seen in SCS's Trezevant High School. I also think a lot of the people involved believed they could do this, because SCS schools only allows a certain number of failures each year, even if more kids actually fail, following the implementation of “No Child Left Behind.” Unlike states like Mississippi, that will fail mass amounts of students that haven't earn what was needed to pass, SCS, a Memphis city school, has yet to adopt such an approach. The time has come for Shelby County Schools to pass students only from actual grades earned. In addition, if students cannot read by the end of 2nd grade, retain them until they can read fluently. It doesn't help the child to be passed alone. It just sets the child to be a "failed" adult who likely could end up incarcerated from not being able to secure a job.
