Today, I want to address a critical concern impacting the international postal exchange - the introduction of two vital legislations, the STOP Act 2.0 in the United States and ICS2 Release 2 in the European Union.
The Main Threat: Countries might start sending back entire dispatches instead of just individual items without EAD.
STOP Act 2.0: To combat illicit drug smuggling, the STOP Act 2.0 mandates 100% electronic advance data (EAD) for all inbound international mail shipments. Non-compliance risks entire dispatches being sent back to their country of origin.
ICS2 Release 2: The EU's ICS2 requires EAD-based pre-arrival security and safety measures for inbound mail shipments. Non-compliant postal operators risk losing volumes to commercial competitors.

Both the STOP Act 2.0 and ICS2 Release 2 pose significant threats to international postal volume and require immediate attention from postal operators. To ensure compliance and mitigate potential risks, preparation is paramount.
Postal operators urgently need to review and streamline their international outbound processes, operational processes at post offices and sorting centers, and data capture and flows in IT systems. Implementing standardized benchmark processes is essential to navigate the changing landscape successfully and maintain the quality of service.

Observations from these audits have shown how many elements affect the appropriate Compliance level for international postal shipment and how important it is to holistically review all layers: operational, technological and back office to effectively manage the risk of sending back the entire receptacles due to the lack of EAD for 1 shipment in it. Postal operators should be well prepared for these changes, as this factor may disturb the time-in-transit for more than one international postal shipment and in effect make difficult to rebuild these volumes after COVID-19 disrupted by the lack of passenger connections and the development of B2B2C models?
