The Inquiry's statutory "Terms of Reference" were to investigate the fire, the laws in force before the fire and the responses of the LFB and the LBKC to the fire and its aftermath.
The (Grenfell Tower) Final Report can NOT therefore comment on the laws, and Regulations, made or passed, after the date of the Fire or any changes made that were NOT in response to it's Phase 1 Report's recommendations.
If it were not so, the Inquiry would never come to a end.
