We are super excited about this year's?#TCOM?Conference “Lex Go! Pop Health”, and as we get closer, we want to spotlight some of the exciting presentations we have planned for you. Here is another one you do not want to miss!



Recovery, Re-Entry, and Reform: Corrections for Transformation Must Happen Now

The goal of this session is to bring to light the need for a variety of services for those incarcerated in jails and prisons, including Medically Assisted Treatment (#MAT), behavioral health supports, education and workforce development opportunities, and re-entry planning and coordination. In 2008 there were approximately 2.4 million individuals in the United States and territories in 1.5 million federal and state prisons, about 800,000 local jails, and 90,000 juvenile facilities (Prison Policy, 2023). The U.S. Correctional System must be focused on ‘corrections’ rather than solely on punishment. Corrections must include rehabilitation, not only during the time spent incarcerated but also during parole and probation.

According to the The National Institute on Drug Abuse (NIDA) 85% of the prison population has an active substance use disorder or were incarcerated for a crime involving drugs or drug use (#NIDA, 2023). Using technology which supports ‘whole-person collaborative care’ and the #TCOM Tool (Adult Needs & Strengths Assessment - #ANSA) can serve as the first corrective step towards rehabilitating.

Learning objectives?

  • At the end of this session, participants will be able to describe the current cycle of relapse and recidivism and distinguish between detainment and corrective interventions.
  • ?This presentation is designed for attendees to be able to identify the needs of justice-involved individuals experiencing substance use disorders and provide an outline of tangible steps to successfully address the high rates of substance misuse, overdose, relapse, and recidivism across the United States.
  • Attendees will develop a working knowledge of the current state of Corrections and identify key barriers and challenges for successful reentry. At the end of this presentation, participants can engage in thoughtful discussions regarding practical, real-world solutions to addressing these growing challenges and their impacts on society.

About Ken McGill

Kenneth McGill, EdS LMFT- Ken spent the last two decades serving New Jersey Children's System of Care (#CSOC) in several key administrative roles, including the last 12 years at Rutgers University-Behavioral Research Training Institute (#BRTI). While at BRTI he was the lead curriculum developer, trainer and provider of technical assistance on #Wraparound/Child Family Team and all of the #TCOMTools (#CANS, #CAT, #FANS). Ken was the 2013 recipient of the #PraedFoundation’s Outcomes Champion (CANS) Award for his work in children’s systems of care and outcomes management. He has more than 20 years of experience in marriage & family therapy, education & research. Ken completed his graduate work at Seton Hall University and has been a Clinical Fellow in Marriage & Family Therapy. He is a Solution-Focused Care Senior Scientist at Opeeka , where he continues to support Transformational Care in every human service sector throughout the United States and beyond.?


About Kathleen Totemoff

Kathleen Totemoff is the Founder/President of #iEXIST, LLC, a company dedicated to saving lives and strengthening communities through innovative approaches and strategic partnerships in changing the trajectory of the opioid epidemic.? She earned her Psychology degree from UAA and has served as an adjunct faculty member in the University of Alaska Anchorage College of Business and Public Policy for more than a decade. She is also the mother of two special needs children and has previously worked in Medication-Assisted Treatment, behavioral intervention, residential treatment, and rural economic development. Kathleen is actively involved on a variety of boards and coalitions, including the Governor of Alaska’s Advisory Board on Alcoholism and Drug Abuse (including their Psychiatric Care and Legislative Advocacy Subcommittees), the Kenai Peninsula Homelessness Coalition, Nine Star Education & Employment Services Board of Directors (Co-chair of the Workforce Development Committee), and is a former President of the Kenai Peninsula Reentry Coalition.?

Reentry refers to the transition of individuals from prisons or jails back into their communities.?According to the U.S. Department of Justice, Office of Justice Programs over 600,000 people are released from state and federal prisons each year. Another 9 million individuals cycle through local jails yearly.?
