It is important to develop long term master agreement to ease the services, decrease work load on buyers and enhance utilization of services with in minimum time & getting benefit on economy of scale basis.
it is important to have dedicated tabs or sheets of pricing structure for each of zones & sub zones as per owner convenience like eastern, western, north & south.
De-sludging & Cleaning
Hook up of "Specific" pump with hoses & transfer of media from tank i.e. SAR per cubic meter = SAR/M3
Transfer of tank media by volume in SAR per cubic meter = SAR/M3
Tank Manways opening considering 24" size ( any variation can be tailored by unit dia inch as per need) lumpsum cost = SR / EA
Cleaning
Separate cleaning bills to be adopted based on internal media like water, fuel, diesel, acid & gas tanks etc. including decontamination for acid tanks as per site.
Cleaning cost shall be as per surface area $ per square meter = SAR/M2
it can have further break up of cleaning by ;
Mopping or manual wash by water = SAR/M2
Pressure water cleaning HJ = SAR/M2
Grit blasting = SAR/M2
Sweep blasting= SAR/M2
Inspections & NDT
Supply of API 653 qualified inspector for internal & external inspections including report preparation & publishing within time on hourly rate as per permit time after all preparations needed for inspection = SAR per Hour or ($/Hr.)
NDT shall be crew cost on hour basis as per work permit opening & closing time assuming continuous work. = $/Hr
MFL = SAR per Hour or ($/Hr.)
UT= SAR per Hour or ($/Hr.)
SRUT= SAR per Hour or ($/Hr.)
ECT= SAR per Hour or ($/Hr.)
PAUT= SAR per Hour or ($/Hr.)
Corrosion mapping= SAR per Hour or ($/Hr.)
Radiography = SAR per Hour or ($/Hr.)
Acoustic emission= SAR per Hour or ($/Hr.)
Thermography= SAR per Hour or ($/Hr.)
DPT= SAR per Hour or ($/Hr.)
MPI= SAR per Hour or ($/Hr.)
LRUT= SAR per Hour or ($/Hr.)
Digital Radiography= SAR per Hour or ($/Hr.)
Settlement survey (Tank Dia range)= SAR per Hour or ($/Hr.)
Bottom Settlement= SAR per Hour or ($/Hr.)
verticality roundness survey = SAR per Hour or ($/Hr.)
shell settlement= SAR per Hour or ($/Hr.)
calibration= SAR per Hour or ($/Hr.)
Blinding / De-blinding
Rates as per sizes range given in table refer my previous post link for Heat Exchangers here
For Blinding / De blinding services develop a table mentioning Sr#, Nominal pipe size mentioning in each line to ask for $rate vertically with columns of pressure rating (150#, 300#, 600#, 900# 1500#) next it to capture $ price for each blind size in each box
Note 1 : Do mention separate pricing structure for execution at client site and second pricing structure for execution at contractor workshop. other wise contractor shall charge you heavy rates of site works while you send to their in house workshop for servicing which costs much lesser to contractor
Note 2 : Do have normal planned services mobilization rates as per given bill, planned Shutdown mobilization %age (such as 3~5%) & emergency Shutdown %age (10~15%) based on resources need impact on defined rates.
Supply of AC
In harsh heat stress weather, supply of AC shall be as per TON per Hour rate like AC with capacities of 15T, 20T, 25T & 30T = SAR per Hour ($/Hr.)
TANK Ventilation
Supply of air compressor , air mover & confines space lighting on per day rate or per week rate i.e. $/week or $/Day. I suggest to make it part of original scope as LSTK to avoid unnecessary over head cost. More the bills details, more shall be invoice value.
Coating
Coating shall have break up of primer ,1st coat & full coats as per client standards mentioned in detail of your pricing structure which shall be measured & paid by $ per surface area in square meters i.e. $/M2
Coating Standards 1 = $/M2
Coating Standards 2 = $/M2
Coating Standards 3 = $/M2
Cold Cutting
Cold cutting of bottom plate & shall plate shall have dedicated rates for the plate thickness ranges in millimeters MM of such as 4~6, 8~10, 12~14, 16~18 mm with rates in per square meters = $/m2 for each of range in table
Replacement in Kind (RIK)
Complete bottom plate replacement in kind (RIK) on $ per square meter with plate of 10mm thickness = $/m2
Complete bottom plate replacement in kind (RIK) on $ per square meter with plate of above 10mm thickness = $/m2
above bill shall have further break up with separate table for CS & SS material
Note : it is industry norm to measure hot work fabrications in $/Ton. I suggest $ per ton RIK, since fabrications are measured in per ton basis there is a way to have fabrications or hot works cost as per weight in tons of plate as per variations = $ per ton
Replacement of CS roof plate = $/M2

Replacement of SS roof plate = $/M2
Replacement of CS rafters = $/KG
Replacement of CS Center column = $/KG
Replacement of Ponton & deck plate = $/M2
Replacement of internal lining = $/M2 (Separate bills for EA lining type like Rubber, FRP, HDPE etc. )
Replacement of CS Shell plate = $/M2 (separately for 10mm & above )
Replacement of SS shell plate = $/M2 (separately for 10mm & above )
RIK of Shell penetrations = $ per Dia Inch
compression ring RIK = $/m2 for each material (CS , SS) & size range of 6~10 mm & 12 ~18mm
Wind Girder RIK CS RM = $/RM
Wind Girder RIK SS RM = $/RM
Cathodic Protection (CP)
Replacement of CP System of tank diameter in $ per meter basis
Replacement of CP System of tank up to 15m Diameter = cost per meter $/m
Replacement of CP System of tank 16m~30m Diameter = cost per meter $/m
Replacement of CP System of tank 31m~45m Diameter = cost per meter $/m
Replacement of CP System of tank 46m~65m Diameter = cost per meter $/m
Replacement of CP System of tank 66m~90m Diameter = cost per meter $/m

6 个月Expected repair work should be captured in contract, like bottom plate , annular plates sectional replacement. seal replacement for floating head tanks. Unit rates should cover both minor and major repair scenarios. Decommissioning of tanks as mentioned in above discussions should be part of the contract.

6 个月Tank Inspections, Cleaning and Repair are a challenge I think everywhere Rashid Mahmood ???? ?????. That challenge is increased by the fact that Tanks are Expensive infrastructure, so we generally do not see anywhere close to the amount of spare capacity that we would need to be able to manage tanks in less impactful ways. People generally have a very unrealistic idea of what cleaning, internal inspection and repair will cost on a 100,000 bbl tank, additionally, it is not unusual to see the Tank part of our Turnaround turn into Critical Path, simply because there is no alternative tankage for start up.
