近年、新型コロナやウクライナ情勢、さらには円安が日本経済に拍車をかける中、今まで以上に更なる効率化やコスト削減が企業に求められております。組織におけるコスト削減やその効率化を担う部隊として、まず挙げられるのは購買?調達です。
一般的に購買?調達は、企業の売上や戦略に直接関わる購買品を直接材、それ以外の経費購買品を間接材と呼びます。ここ5~10年で求人数が年々増加傾向にあり、そして様々な企業において組織の立ち上げが行われている職種が「間接購買?調達」です。外資系を中心に最近では日系でも数多くの企業において、間接材の人材募集を見るようになりました。
購買職はサプライチェーンの領域の1つとして位置付けられる事が多いですが、その中でも圧倒的な求人数を誇るのが間接購買?調達職です。間接材は直接材に比べ、部門毎にばらばらに購買活動を行っている企業が多く、コストや購買に関連した業務の実態が可視化されにくいといった側面があります。特に日系においては未だ具体的な策がなされていない企業が多いことから、大きなコスト削減や改善の余地があると期待されております。
日本CFO協会によると、現状の調達担当者のスキルは企業側で求められるスキルと大きなギャップがあると考察しております。事実、採用現場においても調達改革に取り組む企業でスキルギャップが原因による採用ミスマッチが発生した企業を今まで目にしてきました。
具体的に求められるスキルとして挙げられるのは
?調達戦略の立案および実行力
?発注実績や原価データの分析スキル
?ステークホルダーを巻き込むリーダーシップや統率力
現状、定型的な処理業務中心の購買担当者がマーケットには多く、そこがスキルギャップの要因となっております。
このマーケット下で企業が採用を成功するためには、大前提として前述のスキルギャップを見抜くためのスクリーニング力を採用企業が極めることです。そのためには、専門分野に特化したエージェントとの協力が不可欠です。長期的な視点として、調達人材のスキル向上のための環境作りや経営陣の間接費に対するコスト意識の向上が求められるでしょう。

[Recruitment trends in purchasing and procurement]
In recent years, due to various reasons such as Ukraine situation and weak yen hitting Japanese economy, companies are required to improve efficiency and reduce costs more than ever. Within a company, purchasing and procurement department or related positions are often responsible for executing cost reduction.
Generally speaking, in purchasing and procurement, purchased items that are directly related to company sales and strategies are called direct materials, and other expense purchased items are called indirect materials. In the last 5 to 10 years, the number of job openings has been increasing year by year, and various companies have been establishing functions for "indirect purchasing / procurement".
Recently, many Japanese companies, mainly foreign-based companies, have started to see recruitment of indirect procurement positions
Purchasing is often positioned as one of the areas of the supply chain, but among them, indirect purchasing and procurement boasts an overwhelming number of job openings. Compared to direct materials, there are many companies that purchase indirect materials separately from each department, and there is an aspect that it is difficult to visualize the actual state of operations related to costs and purchasing. In particular, there are many Japanese companies that have not yet taken concrete measures, and there are a room for significant cost reductions and improvements.
According to the Japan Association of CFOs, there is a large gap between the skills of current procurement specialists and the skills required by companies. As a matter of fact, we have seen companies that have experienced recruitment mismatches due to skill gaps among companies that are working on procurement reforms.
Specific skills required include;
?The ability to plan and execute procurement (sourcing) strategies
?The ability to analyze purchase order records and cost data
?The ability to take initiatives and manage stakeholders
Currently, there are many purchasing specialists in the market who are focused on routine purchasing works, which is a factor in the skill gap.
In order for companies to succeed in hiring in this market, the major premise is that the hiring company must brush up the screening ability to see through the aforementioned skill gaps. For that reason, cooperation with agents who specialize in specialized fields is essential. From a long-term perspective, it will be necessary to create an environment for improving the skills of procurement personnel and improve cost awareness of executive's indirect costs.
