Over the last two months, in a series of full-day roundtables held in Pennsylvania and Colorado, I had the privilege of discussing with over 50 local government leaders, from a broad spectrum of roles such as mayors, city managers, planners, and councilmembers. A shared concern that resonated across these conversations was the pressing need for innovative funding solutions to navigate through new and uncertain times. Grants, while offering a lifeline of support, present a paradox as a double-edged sword: the promise of essential funding entangled with the daunting complexity of management.
