On February 14, 2024, the Taiwan Futures Exchange (TAIFEX) obtained an Exemption From Registration as a Derivatives Clearing Organization (Exempt DCO) from the U.S. Commodity Futures Trading Commission (CFTC), marking a significant milestone in strengthening the ties and collaboration between the financial markets of Taiwan and the United States. TAIFEX was previously granted a one-year No-Action Relief for the central clearing of over-the-counter (OTC) derivatives from the CFTC on September 15, 2022. On September 13, 2023, the No-Action Relief was extended, securing the ongoing participation of U.S. participants in our OTC clearing service. The Exempt DCO status provides a lasting right for TAIFEX to clear OTC derivatives for U.S. participants. TAIFEX now stands as the fifth Exempt DCO recognized by the CFTC and is delighted to welcome the Bank of America as the 22nd OTC Derivatives Clearing member and first member from the USA. 臺灣期貨交易所(期交所)於113年2月14日取得美國商品期貨交易委員會(CFTC)核發豁免註冊為美國結算機構(Exemption From Derivatives Clearing Organization Registration,簡稱 Exempt DCO)，為臺美金融市場共榮發展再創佳績。期交所早於111年9月15日已取得CFTC核發店頭衍生性金融商品集中結算之一年期暫時性監管豁免(No-Action Relief)，112年9月13日再次成功獲得延展，在暫時性的監管豁免規範下，美系金融機構即可透過期交所進行店頭衍生性商品集中結算。期交所取得之Exempt DCO係屬永久性認可，可降低美系金融業者面對法令遵循之不確定性、確立其持續參與我國店頭集中結算之管道，使期交所成為全球第5個獲得CFTC核發Exempt DCO之結算機構，期交所非常歡迎美國銀行成為第22家參與臺灣店頭衍生性金融商品集中結算之會員及第1家美系銀行會員。 期交所自111年7月25日店頭集中結算業務開業至今，在金管會之指導與支持下，接續取得國際金融監理機構之認可，除美國CFTC核發Exempt DCO資格外，並於111年12月31日取得歐洲證券及市場管理局(ESMA)認可為歐盟境外第3國集中結算機構(TC-CCP)，接著於112年10月13日由日本金融廳核可為新臺幣IRS合格結算機構，有效擴展我國店頭集中結算業務的發展範圍，增強競爭力和國際能見度。此外，期交所仍持續積極向其他國家申請合格集中結算機構資格(QCCP)認可，以增加外國金融機構對於我國市場信心，提高資金運用效率，並推動我國金融市場的國際化發展，擴展國際影響力。
