We're approaching half way through the consultation period, with the Skills for Australia webinar coming up next week, on the draft TAE22 products. I like many in the sector are just starting to find the time to look at the draft in detail.

Here's some early thoughts...

Improvement Highlights

Everyone has their view on TAE! I suspect it is one of the harder IRC's to be involved with for the crew guiding the development process. Improvements of note...

Removal of TAEASS401 Plan assessment activities and processes. Deleted. Assessment planning now covered in TAEASS412 Assess competence. Inclusion of more planning focus in multiple units also good to see.

Addition of TAEPDD401 Work effectively in vocational education and training. New unit developed to build skills and knowledge of working in the VET context for those new to the VET sector.

TAE50122 Diploma?- packaging of 3x specialisations into the single Diploma, including option to focus on VET leadership. Advanced training and assessment, Design and development, VET leadership.

Moderation gets a boost in TAEASS413 Participate in assessment moderation and validation.

Clear focus throughout on the purpose of TAE - accredited vocational training. Not trying to cover every L&D role with these products.

Design and develop assessment tools - getting this specialised unit out of the core units for the Certificate IV, and adding the pre-requisite TAEASS413 Participate in assessment moderation and validation


Questions about the TAE22 draft

Describing performance evidence for ease of interpretation

Good:

Minimum of 3?

Design, develop and document 3... [no "minimum of", no "at least." Clear... 3]

Good?

At least 5?(you mean minimum of 5? or 5)

At least 1?(You mean minimum of 2? Consistent application? Ability to transfer & apply?)

At least 3?(You mean... [you get the picture])

Use of "old" & subjective terms

"Third" party evidence, third party reports?(you mean "Other" Party evidence - or you have a Third Party agreement in place to cover the third part arrangement as per SRTO2015 & ASQA General Direction...)

What is an "experienced VET teacher, trainer and assessor"?

What is an "occasion"? Better "separate occasion" [TAEDEL413]. What is separate?

Performance that occurs only once

Competency - The consistent application ... ability to transfer and apply...

TAEASS514 Develop and implement recognition strategies - only 1 recognition strategy?

TAELLN422 Use foundation skills resources, strategies and advice - using resource, strategy, advice each only once?

TAEDES511 Design and develop training and assessment strategies - design, develop, document and evaluate only 1 strategy??

Moderation making a come back?

I suspect a large number of current VET Practitioners have never been involved in moderation beyond their initial VET credential training.

The increased focus on moderation makes me wonder whether moderation overall and/or a new role of 'moderators' will be more prominent in future VET Standards and practices.

TAELLN Demarcation

Should all the LLN units (even TAELLN421 core unit) require that all Assessors have completed the following or equivalent:?

  • TAELLN511 Lead the development of adult literacy skills and TAELLN512 Lead the development of adult numeracy skills; or
  • TAE80113 Graduate Diploma of Adult Language, Literacy and Numeracy Practice (and its equivalent TAE70111); or
  • higher education qualifications relating to core skills support in adult education or vocational education.

So I have a Bachelor of Education [Primary] and a Masters of Further Education and 2x VET Diplomas (TAA50104 & TAE50216) and over twenty years VET experience including work with individual adults and groups on specific literacy and numeracy programs and projects, but I can't assess a Certificate IV TAE core unit?

Facilitating Online

How does TAEDEL511 Facilitate e-learning compare with TAEDEL405 Plan, organise and facilitate online learning? Do we still need both units?

TAEDEL405 is not in the consultation documents released so hard to comment...

Phill, does not VET requirements prefer the Trainer/Assessor to hold each unit of Competency being delivered or able to provide evidence of workplace experiences that can map across to the unit of competency Elements, Performance Criteria, and the listed Foundation Skills...

This is a great convo - now been viewed thousands of times, approaching 100 comments across group posts. Keeping focus on the key item for this post discussion - we are talking about a new practitioner requirement in a CORE unit, in a MINIMUM credential to operate. This is not a debate about whether practitioners should be required to demonstrate vocational competency - of course they should. This is not a debate about whether practitioners should be required to maintain industry currency - of course they should. This is not a debate about whether practitioners should be required to hold an AQF+1 qualification in order to practice - whether liked or not, this is already in place in SRTO2015. This is a debate about whether highly qualified, highly experienced practitioners should be forced to upgrade via accredited (re)training, or be subjected to subjective equivalency processes where RTO take regulatory risk, to be able to continue to deliver a CORE unit, in a MINIMUM credential to operate.

Thank you, Phill, for raising this issue. I think the inclusion of the additional assessor requirements for the TAELLN421 are unnecessary. Can we assume that the 'LLN voices' on the Education IRC think that this is a great idea? And can we assume that others on the Education IRC agree or if they disagree they have lost the vote? I hold the view that a person having the TAELLN511 and TAELLN512 units will not make them any more capable at delivering the TAELLN421 unit. There are many other things, much more important things, that need to be in place to improve the quality of the TAE Certificate IV qualification.
