Systemic building reform and the forthcoming building manual

??? **Boosting Consumer Protection: Urgent Call for Action in Construction Industry** ???

Recent events have put a spotlight on a critical concern: consumer protection in the construction sector is at its weakest point in two decades. Fires linked to cladding, the collapse of major home builders, and a surge in defects have exposed vulnerabilities in our building ecosystem. This calls for immediate attention and collective action to create a safer and more reliable building environment.

??? **Regulators' Goal: Safety and Trust through Quality**??

The ultimate aim of regulators is to establish a building system that is both safe and high in quality for consumers. But can consumers be represented in the complexity of practitioners all looking to achieve their own remit?

?? **Time is of the Essence: Meeting an Escalating Challenge**??

The urgency to act is fueled by the looming challenge ahead. With Australia grappling with a housing crisis, the demand for new structures is skyrocketing. On average, 50,000 dwellings are constructed each year, with projections indicating a need for 70,000 to 80,000 new buildings to address this pressing crisis.

?? **Adaptive Approach: Beyond Inspections**??

While increasing the number of inspectors is important, it's clear that a mere influx of personnel won't be enough. We need a holistic, adaptive approach that keeps pace with the industry's dynamism. Our sector needs to move swiftly and equip itself with the latest tools that can address emerging challenges.

?? **Optimizing Tools: Embracing Change for the Future**??

Our existing tools must be effectively utilized and adapted to bridge existing gaps. Similar to cars needing maintenance, buildings require regular care to ensure longevity and safety. Statistics show that buildings with regular maintenance experience fewer defects and hazards over time – an essential awareness that should be shared widely.

?? **Foundation of Economic Prosperity**??

The robust success of Victoria's economy is closely linked to the building industry. In fact, construction significantly contributes to Australia's economy, providing employment to over 1.1 million individuals and generating approximately $360 billion in annual revenue.

??? **Empowering Consumers: The Digital Building Manual Revolution** ???

In a rapidly evolving construction landscape, a transformative shift is underway, putting consumers at the forefront. Introducing the digital building manual – a basic consumer protection right to provide comprehensive information to enhance and upgrade their buildings throughout their lifespan. This basic consumer right, is set to reshape how we interact with structures, from foundation to years down the line.

?? **Embracing Digital Manuals**

The digital building manual is a dynamic, interconnected hub intrinsically tied to the Occupancy Permit. Unlike traditional paper manuals, this digital version seamlessly integrates as-built records, site details, compliance history, and more. Imagine (as a building owner) having access to a centralized source that unlocks the intricacies of your building, allowing for optimization and informed decision-making.

?? **Built to Last: A Lifelong Resource**

Importantly, the digital building manual isn't just for current occupants. It spans generations, evolving with new inhabitants' needs and ensuring that the structure remains safe, reliable, and adaptable. This forward-looking approach transforms buildings from static structures to living entities that grow alongside us.

?? **Navigating Complexity: Practical Considerations**

Implementing digital building manuals comes with its own set of practical considerations. The process involves collating diverse building information, addressing various building classes, and clarifying responsibilities. Ongoing discussions are aimed at streamlining this process for efficiency and consistency.

?? **Size and Format: Adapting for Efficiency**

Debates on the size and format of these manuals are ongoing. Some span hundreds or thousands of pages. While the choice between PDF and data-centric systems is debated, it's clear that action is key. Four distinct options are being explored, ranging from minimal viable PDFs to comprehensive 'linked data' system modules that involve multiple stakeholder sanctions to ensure compliance.

?? **Validation and Certification: Forging the Path Ahead**

A crucial question remains: Who validates and certifies the digital building manual? While various practitioners play a role, the Building Surveyor stands as a linchpin, responsible for certifying the manual's completeness. This vital role ensures accuracy, reliability, and adherence to industry standards. Can surveyors handle this additional load given only a handful of new surveyors were appointed by the VBA last year?

?? **A Collaborative Journey: Seeking Your Feedback**

As this transformative initiative gains momentum, it's important to emphasize that we're at the early stages. A discussion paper and regulatory impact statement are being crafted to gather valuable insights. The participation and feedback of Building Surveyors and industry stakeholders are pivotal to shaping this collaborative evolution.

?? **Pioneering the Future: When Technology Meets Construction** ??

In a world where technology and construction converge, the digital building manual asks multiple important questions. It's about more than just buildings; it's about empowering individuals, fostering longevity, and redefining the relationship between structures and their occupants. How can the current dynamic permitting process represent the consumer amidst a team of practitioners each with their own remit and payment milestones. Who is the paramount decision-maker: agent, owner or consumer?

From panel Q&A: This year in Victoria we had 390 surveyors issuing 150k permits, which is not an accurate reflection of the people working to create those permits.?The cultural is not suited to enabling new surveyors to become registered early on so they can begin their profession and feel part of the community.
