System accuracy in circulation of a engine

A very common practice to determine fuel consumption of a engine or burner, is to measure supply and return flow rate in a circulation, called differential measurement.
In such application it is important to look at total system accuracy and not on flow meter accuracy only. Means, we can not just summarize measurement errors`s (colloquial: accuracy) of both flow meters, that would be wrong. Physically correct, we have to calculate failure from each flow meter and put in relation to consumption of consumer. This failure from both flow meters must be summarize and so we get total system failure.?
It can be seen that a worse flow meter accuracy has a huge impact on total system accuracy.
