System accuracy in circulation of a engine

A very common practice to determine fuel consumption of a engine or burner, is to measure supply and return flow rate in a circulation, called differential measurement.

In such application it is important to look at total system accuracy and not on flow meter accuracy only. Means, we can not just summarize measurement errors`s (colloquial: accuracy) of both flow meters, that would be wrong. This failure from both flow meters must be summarize and so we get total system failure.?
