1. I would like to request & remind the readers that I have already written a book titled “India Transforming” released on 12 May 2017 which became #1 best seller on Amazon where I have discussed that how India under the leadership of Shri Narendra Modi has reached a place of respectable standing to support an ongoing pursuit for “New India Development” that is indeed an agenda unhindered taken forward by this Government of India through it’s competent Council of Ministers and the motivated GoI officials at each level. The most important part is that it is being supported by the people at large; hence a change in perception rather in people’s behaviour towards positivity, hope and honesty has taken place which is mainly responsible to push forward such an ambitious agenda forward as Indians are keen to get there. So, it is an inflection point from where an ambitious India is taking off towards achieving the greater heights. When you read this book you may keep a reference in mind that what xii India: A $20 Trillion Economy by 2035-2040? that happened post independence till 2014 before the present government and how much in last 04 years so that a rational could be drawn while doing comparisons. It is indeed very encouraging. A robust foundation is laid where a sky rapper of “New Development Agenda” could be built for any number of stories of success though a large number of socio-economic reforms still to be initiated and some tasks needs to be performed not only by the government but also with the full support & that needs to be extended by the people of this great nation in unity & willingly having a dream towards how India could become an economy worth $ 20 trillion by 2035-40.I have accounted a grace period of 05 years while making my recommendations so to target more. 2. The progress made so far should not be compared with the development model of any other country during this period and India should not replicate others models as well in times ahead. India is a unique country on this planet in many ways for its inherent strengths & diverse but most vibrant culture imbibed in unity, hence, it has to race against itself & should write it’s own success stories those are absolutely indigenous based on the practical realties of the country and by our own people taking in to consideration the growth of each section of society is ensured in equal measures. So, an Synopses of the Book xiii inclusive growth is so essential in order to overcome inequality and then taking strides that are required to make India to reach such heights. The adoption of latest technologies along with digitalisation makes this mission achievable. The international cooperation & inviting global businesses to India is an essential part of the proposal but it must not be to a level where we surrender the interests of our country or compromise on our principles of ethics. “Sabka Sath Sabka Vikas” as voiced by the Hon’ble Prime Minister needs to be followed vigorously with a component of an ongoing improvement in each sector and at every phase of progress and the development plans we have for the future. We need to build on to a Great India philosophy reviving ancient time of glory once again based on the best & the supreme practices those were prevailing in India during that period when it was called “Sone Ki Chidya” & it was possessing about 20% of the global GDP nurturing its great culture, ethical practices and a value system comprised of rich traditions & heritage. India has to reinvent them but certainly along with contemporary reforms with the manifestations of technological inputs those are for the good of the society have already creped in as fundamental blocks in the form of incremental developments. It is possible if India attains the highest Happiness Index & improves xiv India: A $20 Trillion Economy by 2035-2040? the liveability of its cities & villages many folds in this time ahead. 3. India has already injected two transformational reforms along with so many other revolutionary ones in last 48 months i.e. Demonetisation & GST (Goods & Services Tax) which is for sure to set a ticking clock of growth on the up side of a ladder by at least 7.3-7.7 % in 20018-19 and then catching up at about 8.1 – 8.3 % in 2019-20.We are not in a race to march ahead like a neighbouring country to create huge rather surplus infrastructure & upgrade unutilised capacities and produce substandard or cheap items for the sole purpose of exports in order to build an economy of monopolising & grabbing the markets or looking for sustenance but an economy of promise for all times keeping quality of products & best set of skills in mind. So, we remain a robust economy & competitive forever and could contribute to make world equitable and sustainable in substance and meaningful. We should never jump so debt to GDP ratio and CAD become untenable. We need to ensure that India addresses the issue of restoring equality among its people first at the earliest by infusing extra resources towards the BPL (Below Poverty Line) population and huge spending in rural areas in order to enhance their & the farmers income substantially. Once it is done I am sure the demand envelope shall automatically Synopses of the Book xv inflate and it shall attract an enhancement in quality consumption subsequently. This cycle once set along with following a Circular Economy towards quality manufacturing in order to reduce burden on natural resources by using nations’ assets judiciously and that shall increase export & reduce EXIM deficit as well. The MSME’s have to play a very crucial role for achieving the target. A lot has been done in that direction but many times more is needed. 4. India is to increase the investments in R&D further at least triple to the existing allocations & include participation of private players so that it supports indigenous innovations in the field of 3D Designing of Products & Manufacturing, AI(Artificial Intelligence),IoT, Machine & Deep Learning, Robotics, Nano Technology, Drones, Bio-Sciences , Space Technology & Strategic Defence Platforms and High Tech Electronics Manufacturing, Cyber Security and Quantum Encryption & Computing. India has to upgrade basic (fundamental) research infrastructure many fold and enhance coordination & synergy among DRDO, CSIR, DAE & DST laboratories & other labs so that the products designs floats towards manufacturing of quality products with defined Standards & Certifications, strengthening of IPR regime, improvement in services nothing less xvi India: A $20 Trillion Economy by 2035-2040? than the best in the world and making agriculture broad based and more income generation oriented with a value add and with food processing & storage facilities in place. HR empowerment by improving primary & secondary education system, further improvement in higher education towards employability & leadership qualities with an amalgation of desired skills orientation in each stream shall propel a pursuit towards innovation at a massive scale that is indeed needed as a priority area. These efforts shall inject the growth further upward side and I feel such efforts as enumerated above can take India @ 8.5 to 09 % by 2020-21 and @10% latest by 2021-22 with an increment further by 0.5% annually picking up maximum growth in 2025-26 @12.5 to 14% and then maintaining it till 2030 and then about @10-11% till 2035-2040.The growth may have spikes but it shall remain within these Boundaries so that median over years during the said period does not change. With these efforts India may raises its per capita to about $ 4,500 to $ 5,500 from the present $ 1650 by 2025-26 and about #8,500 to $ 10,500 by 2030-31 and certainly touching $14,000 and above in 2035-36 onwards. So, India could grow to a $5.5 trillion economy by 2025, a $10 trillion by 2030 and $20 trillion between 2035 to 2040. Synopses of the Book xvii 5. Let me put it across that India does not need the incremental steps any more towards expediting its growth but go for a metamorphosis in each field which I am touching upon in this book. It is the best time or a gift of millennium or an opportunity of millennium in favour of India as a combination of a decisive leadership that is available in Narendra Modi and a demographic dividend. So, it (this combination) has to be exploited to the hilt or made use by synergising efforts even by the opposition supporting him and there is no room for complacence and efforts needs to be channelized to maximise thrust in each area. We need teams of such endeavour and super stamina and a mechanism of constant empowerment of these teams with best inputs from people, experts and consultants from the private players as well. Indian industrialists or the businesses have to see scaling up operations to produce Global Brands with the best of quality possible with constant upgrades and maintaining an effective price through management of integrated supply chain or the logistics system and also by contributing to the society through CSR and having a control on profits. A nationalistic approach is needed. India need to increase productivity with no compromise on quality and without an effect on price due to an impact of emerging risks. For achieving the same xviii India: A $20 Trillion Economy by 2035-2040? India has to skill its manpower in the best possible way with best of the standards available globally mainly in entrepreneurship and then improving them as needs evolves with the advancements on technology front and mapping it constantly Pan Global. The new entrepreneurship in high tech areas, R&D, defence manufacturing, healthcare, education, health care cyber security and food processing shall change the future of India in next 15 years or so. The defence manufacturing needs the utmost attention in terms of a strategic plan, upgrade of R&D and innovation in designing not only conventional systems and hardened Cyber Warfare Forces for the future. The government owned PSUs must be made centre of manufacturing excellence as they have capacities to deliver what India i.e. Defence Manufacturing itself needs and it must be a $01 Trillion Industry by 2025, 02 trillion by 2030 and $ 04 trillion between 2035 & 2040.That is the potential of manufacturing of defence equipments & platforms including hightech electronic equipments and systems needed for the same. It shall increase the number of formal jobs many folds. 6. We need to make sure that the Energy Mix with increase in Nuclear Energy share along with enhancement in renewable energy (Solar, Wind & Geo-Thermal) till Fusion make a breakthrough) Synopses of the Book xix has to come up in order to say an absolute no to thermal electricity latest by 2030.We need to make use of Thorium in our Nuclear Power Generation as a strategy immediately by the end of 2018.The electrical vehicles needs to be introduced at a faster rate and 100 % Electrical Vehicles shall be there latest by Dec 2026-27 is a must to get to this growth rate as envisaged and take care of Climate Change & pollution control. It could be forced to make sure that compliance of BS-IV vehicles & a 40 % share of electrical vehicles get in place by Dec 2022.The storage of electricity technology in the form of Advanced Nickel Cadmium or Nickel Ion Batteries has to be pursued with consistent efforts in R&D and Innovation. Other type of fuels such bio-fuel & use of ethanol could be taken up. The charging facilities at constant intervals have to come up on Highways and at other routes. The swapping of batteries could be one model to cut down on charging time. A huge infra is needed to recycle the old & discarded vehicles in order to push recycling as part of a Circular Economy. The Hyper loops and bullets train’s first projects are going to be in place by 2022 and 10 times more such Projects must be in place by 2030 so that India has one of the best Public Transport Systems in place along with Aviation which is growing in leap & bounds. xx India: A $20 Trillion Economy by 2035-2040? 7. The Water and the Assets Management has to see a qualitatively improvements many notches higher so that water table could be reviewed in entirety to safe levels by 2025 by ensuring renovation of dying lacks, reviving the old ones & digging new ponds in each village and changing the farming pattern of growing crops scientifically in order to ensure no water wastage is there as to switch over to Drip Irrigation at the earliest. Recycling of waste water is must for the country at each cycle of use and no contamination remains in any source of water. India has to make sure that quality assets are created which are nature friendly & consumes green energy only and need less maintenance. We need to look for a perspective plan applicable for next 200 years when Critical National Infrastructure is created with a 50 years period of an operational maintenance cycle in the hands those are building it. So, O&M expanses are not only reduced but optimised.AI intervention is key in such pursuits’ and it shall benefit tremendously. As I calculate and state that India needs to spend about $ 04.5 trillion to create Critical Infrastructure by 2030. 8. An affordable but quality education, nutritious food consumption by children & youth, best health and the best entertainment is to be ensured for all the sections of the society. It shall be the biggest challenge as private players in the field of Synopses of the Book xxi education are already operating with a very high profit margin & charging very high fee structure on the name of quality education but employability is not there or very low. So, skill development initiative has to cater towards these challenges at the earliest. Hence, primary education needs a biggest revamping along with secondary and higher education. Research needs a total change & upgrade. The scheme like Mudra where India can increase new entrepreneurs in an innovative way could be further strengthened as to increase jobs per family indirectly. The reforms in education along with a pursuit for the skill development shall certainly result in to more jobs. India also has to bring the study of Sanskrit and Hinduism at the centre stage of its education system in order to re-invent the glorious past full of value system, finest of traditions & rituals, and centuries old best civilisation & culture. The biggest ever health insurance coverage anywhere in the world i.e. Health Care shall change the dynamics of affordable & quality medical care for the masses under the Ayushman Scheme launched by the government. India has to grow a mix of all types of pulses, vegetables, fruits and other crops that too organically so that to provide the nutritious food at affordable price to the poor and common man of India and burden is ceased on crops such as xxii India: A $20 Trillion Economy by 2035-2040? wheat, paddy & sugarcane as they are still grown in highest cultivation areas though India has become food surplus nation. The Value Crops Farming & Hydroponics along with drip irrigation are some answers after doing a mapping of consumption pattern worldwide and demand for such crops globally. The continuity of this pursuit though a challenge but must be maintained ever. 9. The NGO’s, social organisations, media and the veterans have to play an important role getting involved in pursuing this New National Development Agenda and feel a responsibility towards nation and towards character building of young generations as true nationalists. So, they need to be involved to contribute in Smart City Citizen Groups so that society gains tremendously. India needs to bring in place the electoral reforms, police modernisation, judicial reforms at a fast pace and some how to make sustained efforts to empower Village & Farmers Development, a single point agenda in Mission Mode. Some efforts are in place towards this initiative but a huge amount is needed at a rapid pace. 10. So, I request the readers to go through some chapters to take a stock where we(India) has reached in last 04 years or implemented and where India need to go and also how to reach there at # Capable & Strong India 3.0.The final chapter shall bring you Synopses of the Book xxiii the suggestions offered that how India could be a $ 20 Trillion Economy by 2035-2040. I am taking a target period with + 5 years as to take care of dynamic risks that may be encountered on the way in the form of natural & manmade disasters or a probable slowdown in Global Economy or a recession around 2022-2026 or an effect of terrorism and the global re-orientation shaping under the impact of fast changing technologies & associated challenges such as paused by Cyber Security & AI but certainly not accounting the political instability as India can’t afford it at this stage. We can’t afford to fall in an era of 2004 to 2014.So, the Modi and a stable government is a must to push India Development to such a scale
