Establishing the Guangdong-Hong Kong-Macao Greater Bay Area Ecological and Environmental Protection Regional Cooperation Framework Agreement in 2019 was a significant step in this direction (PCCPNHK, 2019). This agreement provides a common platform and guiding principles for coordinated environmental governance across the GBA.
Another potential barrier is the misalignment of stakeholder priorities and interests, which can hinder effective collaboration (Emerson & Nabatchi, 2015). Addressing this challenge requires inclusive and participatory decision-making processes that involve all relevant stakeholders, including local governments, businesses, civil society organizations, and communities. This approach aligns with the principles of the Stakeholder Theory, which emphasizes the importance of considering and balancing the interests of diverse stakeholder groups (Freeman, 2010).
Effective communication and information sharing are also crucial for overcoming coordination barriers. Platforms such as the GBA Regional Environmental Protection Cooperation Platform can facilitate the exchange of data, knowledge, and best practices among participating cities (PCCPNHK, 2019). Digital technologies and data-sharing platforms can further enhance communication and collaboration (Zhu et al., 2019).

This approach aligns with the Knowledge-Based View (KBV) theory principles, which emphasizes the importance of knowledge resources as a source of competitive advantage (Nickerson & Zenger, 2004).

(2020) found that establishing a regional cooperation framework and implementing joint environmental monitoring and information-sharing mechanisms significantly improved air quality management in the Beijing-Tianjin-Hebei region of China.

While overcoming coordination barriers in cross-border environmental cooperation is a complex challenge, a combination of integrated governance frameworks, inclusive decision-making processes, effective communication and knowledge sharing, capacity building, and collaborative governance principles can help mitigate these challenges and facilitate effective collaboration among cities like Foshan and other entities in the GBA.
