Procurement of Services

Within the business and economic circle, a service is a non-physical offering one entity delivers to another. These offerings are activities undertaken to address customers' needs, resolve challenges, or fulfill their aspirations while retaining ownership within the provider.

Simply put, service is an intangible offering provided by one party (the service provider) to another (the service recipient). Services are endeavours performed to satisfy a need, solve a problem, or fulfill a desire of the customer without transferring ownership of anything.

Services play a crucial role in modern economies. They complement the production of goods and contribute significantly to economic growth and employment.

Service can be categorized into Consulting Services and Outsourcing services. Outsourcing services are otherwise known as non-consulting services.

Consulting services involve providing advice, expertise, and strategic guidance to help organizations address specific challenges or opportunities, while outsourcing services involve contracting operational functions or tasks to external providers for efficiency, cost savings, and access to specialized skills.



Services can be classified as strategic, operational, or tactical based on the level at which decisions about them are made and the scope of their impact within an organization.


Some common features of a service are:

??Intangibility – services are intangible, meaning they cannot be touched, felt, or seen before they are experienced.

??Inseparability—Services are often produced and consumed simultaneously. The service provider and the customer may be involved in the service delivery process simultaneously.

??Variability – Services are variable in quality because they are often delivered by people, and human performance can vary. This may make it challenging to ensure consistent service quality.

??Perishability – Services are perishable in that they cannot be stored for future use. Unused service capacity at a specific time cannot be saved for later.

??Customer Involvement—Customers are often actively involved in the service delivery process, and their participation can influence the quality of the service received.


Procurement of services is the process of acquiring external services from third-party vendors or service providers to meet an organization's needs. As against the procurement of physical goods, procurement of services involves contracting with individuals or companies to perform specific tasks, provide expertise, or deliver specialized services that the organization requires.

Services procurement plays a vital role in helping organizations access specialized expertise, resources, and capabilities that may not be available in-house, thereby supporting their operations, growth, and strategic objectives.


Examples of services that organizations commonly procure include:

??Consulting Services - Organizations often procure consulting services to obtain expert advice, guidance, and strategic recommendations in various areas such as management consulting, IT consulting, financial advisory services, and marketing consulting.

??IT Services - This category includes a wide range of services related to information technology, such as software development, system integration, network infrastructure management, cybersecurity services, cloud computing services, and IT support services.

??Professional Services - Professional services encompass a diverse set of services provided by professionals in fields like legal services, taxation, accounting and auditing, engineering, architecture, and human resources consulting.

??Marketing and Advertising Services - Companies procure marketing and advertising services to promote their products or services through activities such as advertising campaigns, market research, branding, digital marketing, social media management, consumer experiential, public relations, etc.

??Facility Management Services - Organizations may procure facility management services to outsource the management and maintenance of their facilities, including services like cleaning services, fumigation, security services, landscaping, and building maintenance.

??Logistics and Transportation Services - Procurement of logistics and transportation services involves contracting with companies to handle the haulage of goods, warehousing, freight forwarding, distribution, and supply chain management services.

??Training and Development Services - Companies procure training and development services to enhance the skills and knowledge of their employees through training programs, workshops, seminars, coaching, and leadership development initiatives.

??Healthcare Services - Healthcare services procurement includes contracting with healthcare providers, medical facilities, and HMO/insurance companies to provide healthcare services, medical treatment, wellness programs, and employee healthcare benefits.

??Event Management Services - Organizations procure event management services to plan and organize events such as conferences, trade shows, corporate events, product launches, and promotional events.

??Maintenance and Repair Services - Companies may procure maintenance and repair services for equipment, machinery, vehicles, and facilities to ensure they are properly maintained and operational. This is usually covered in a process called the Annual Maintenance Contract (AMC) document.


Effective service procurement management involves selecting the right service providers, negotiating contracts, monitoring performance, and ensuring the delivery of high-quality services that meet the organization's needs and standards.

Let us consider some common pitfalls that organizations should be aware of to ensure a successful and efficient procurement process of services:

??Unclear Scope of Work

One of the most common pitfalls is not clearly defining the scope of work or the specific services required. Vague or ambiguous requirements can lead to misunderstandings, scope creep, and disputes with service providers. It is crucial to clearly outline the scope, deliverables, timelines, and expectations in the service contract.

??Inadequate Vendor Selection

Choosing the wrong service provider can result in suboptimal service quality, delays, and cost overruns. Therefore, it is essential to conduct a thorough vendor selection process that includes evaluating vendors based on their experience, expertise, track record, references, and ability to meet the project's requirements.

??Lack of Competitive Bidding

Not soliciting competitive bids or proposals from multiple service providers can limit opportunities for cost savings, quality improvements, and innovation. Engaging in a competitive bidding process can help organizations compare proposals, negotiate better terms, and select the most suitable vendor.

??Poor Contract Management

Inadequate contract management practices, such as vague terms and conditions, insufficient performance metrics, and lack of monitoring and enforcement, can lead to contract disputes, service failures, and legal issues. It is essential to establish clear and detailed contracts that outline responsibilities, performance expectations, payment terms, and dispute-resolution mechanisms.

??Insufficient Due Diligence

Failing to conduct proper due diligence on service providers can result in selecting vendors with inadequate resources, poor financial stability, or a history of delivering subpar services. Organizations should assess vendors' credentials, references, financial health, and capabilities to ensure they are qualified to deliver the required services.

??Inadequate Performance Monitoring

Not monitoring the performance of service providers throughout the contract period can lead to service quality issues, missed deadlines, and deviations from the agreed-upon scope of work. Implementing performance metrics, regular reviews, and communication channels with vendors are essential for tracking progress and addressing issues promptly.

??Scope Creep

Allowing the scope of work to expand beyond the original agreement without proper documentation and approval can result in increased costs, delays, and conflicts with service providers. It is important to manage scope changes effectively by documenting modifications, assessing their impact on the project, and obtaining approvals as needed.

??Lack of Communication

Poor communication between the organization and service providers can lead to misunderstandings, delays, and inefficiencies in the delivery of services. Establishing clear communication channels, setting expectations, and maintaining regular updates and feedback sessions can help ensure smooth collaboration with service providers.
