because clouds reflect direct solar irradiation back to space ?
because clouds reflect earth out radiation back to earth ?

But from year the global cloud cover gets up and down from peak high up to 68% in January 1983 to peak low in northern hemisphere summer.
But with more continents in northern hemisphere and more ocean surface in the southern hemisphere, the sun shines more on more water during southern hemisphere summer to evaporate more water vapor during southern hemisphere summer ?
