The government has realized that although temporary residents are essential for filling in many of the labor gaps, unchecked exponential growth can put too much pressure on resources and be adverse to long-term stability. The IRCC strategically decided to reduce temporary residents' population percentage from 6.5% to 5% by 2026. This is a proactive measure to ensure that the number of temporary residents entering Canada aligns with the country's economic capacity and receives adequate support upon arrival.
The International Student Program would also be another key area of reform. Indeed, the government is tightening up the eligibility criteria with the increase in the number of international students over recent years. The government plans to reduce study permit intakes in 2025 and stabilize them in 2026, thereby preserving the quality standards of educational institutions and providing students with more significant opportunities for learning growth and integration into the Canadian workforce.

The government is also altering the Post-Graduation Work Permit Program, requiring graduating students to demonstrate their proficiency in either French or English. This modification enhances graduates' readiness for the workforce by simplifying their transition to permanent residency, thereby aligning with Canada's immigration policy objectives.
