The Office of Management and Budget (OMB), in coordination with the U.S. General Services Administration (GSA), released an Information Technology (IT) Operating Plan to “to explain how we ensure the wise investment of each dollar Congress has entrusted to us towards its highest use – creating the most impact for the American people."

A key priority within this Plan focuses on “Data As A Strategic Asset,” underscoring the intent to unearth “key insights into the decision-making process by harnessing accurate, available, and actionable data to power intelligent Government operations and citizen experiences.”

  • Yemi Oshinnaiye, Chief Information Officer, Transportation Security Administration (TSA): Thank YOU for punctuating that the federal data landscape is vast, complex, and requires a 360 degree lens. It is apparent that you value sharing information, fostering collaborative partnerships, aligning mission requirements with technology capabilities, and making the transportation sector better each and every day. Your Open Government DNA is evident and resonated with the audience ????
  • Sean Applegate, Chief Technology Officer, Swish: Thank YOU for sharing use cases illustrating how federal agencies are unlocking siloed (and disparate) datasets to transform the workforce. Your emphasis on outcomes-driven engineering, data democratization, and workforce adoption resonated. Any organization contemplating a transformational data journey should realize that it does not happen overnight and requires continuous improvement ????
  • Wil LaForest, Field Chief Technology Officer, Confluent: Thank YOU for extolling the criticality of technology diligence when evaluating the tools necessary to connect and process data streams throughout an entire business lifecycle. Your emphasis on cloud infrastructure informing a consistent data layer across agency enterprise architecture resonated, especially in terms of smart, real-time application development. Today's ubiquitously-connected world is dependent on the assurance that risk to data-at-rest and data-in-motion is mitigated, and you drove that point home to the audience ????
  • Jordan Henry, Chief Cybersecurity Engineer, National Renewable Energy Laboratory (NREL): Thank YOU for continued service to our Nation's research and development agenda, especially in terms of how data science is enabling critical infrastructure protection, cyber-physical systems security, and OT-IT integration. Your emphasis on trusted collaboration across Government, Industry, and Academia AND to not view cybersecurity as a barrier to adoption resonated. The passion and purpose that you (and your NREL colleagues) exhibit seven days a week and twice on Sunday are evident ????

Key Takeaways

  1. Democratizing data allows controlled access to information while bridging organizational silos ??
  2. Technology, e.g., A.I./Machine Learning, increases data literacy and empowers a data-driven workforce ??
  3. Ethical governance, Conscious design, and Stakeholder engagement fuel a data and learning culture ??
