So let's start

1: Create a Power Automate flow in your first environment suppose the environment is "MyDev" Environment.


So the trigger for this first flow will be when an HTTP request is received the Flow will trigger whenever ever new HTTP request is received and after you save the flow it will generate a URL that you need to enter in your second flow that will post an HTTP request.

2:Now in the second flow that is in your other environment suppose (MyTestEnv) you need to send an HTTP Request as a POST request.

Now as you have created an action "HTTP Request"you need to define its method as POST and the URl previously got from the first flow in "MYDEV" environment and then you need to define the body.

Now as the second flow will trigger it will post a request to the first flow and the first flow will get a request and run.
