Combat pistol shooting is a modern martial art that focuses on the use of the handgun as a defensive weapon for self defense, or for military and police use. Like most martial arts, combat pistol shooting is practiced both for defense and for sport.

Many of the action shooting disciplines are based on combat pistol techniques, and take the form of simulations of defensive or combat situations.

History

Combat pistol shooting, as separate from target shooting, began to evolve in the early 1900s. Modern tactics of pistol combat were developed in the 1920s by two British members of the Shanghai Municipal Police. (Shanghai was then governed by an international government). At the time the Shanghai streets were rife with criminal activity, and policing in the city was becoming a very dangerous line of work.

Captain William E. Fairbairn and Sergeant Eric A. Sykes developed innovative pistol shooting techniques and handgun specifications for the police force. During the Second World War, they were recalled to Britain, and trained the British Commandos in their combat tactics, including their system of combat pistol shooting. Their methodology was later disseminated through their book Shooting To Live With The One-Hand Gun, published in 1942. These techniques were also adopted for the training of American Office of Strategic Services troops by Rex Applegate. This system lives on today in modern point shooting techniques.

In the 1950s, American instructor Jeff Cooper was instrumental in establishing both a combat pistol based sport, International Practical Shooting Confederation, and a combat pistol training school, Gunsite. Cooper's methodology has become known as "The Modern Technique". The methods promoted by Fairbairn and Cooper differ in many respects, and to this day there are arguments between supporters of the different methodologies.

Combat pistol drills

El Presidente

One combat pistol drill is the El Presidente drill, developed by Jeff Cooper in the 1970s and published in the January/February 1979 issue of American Handgunner magazine. This is used as a benchmark to gauge a shooter's skills, as it tests the draw and reload, and requires good transitions and follow-through. The El Presidente drill is set up as follows:

• Three silhouette targets are placed 1 meter apart in a line 10 meters from the shooter.
• The shooter starts with six rounds in a holstered handgun, and a spare magazine or speedloader with another six rounds.
• The shooter begins facing directly away from the targets, often with hands clasped in front or over the head.
• Upon the starting signal, the shooter turns and draws, fires two shots at each target, reloads, and then fires two more shots at each target.

Scoring varies; the simplest method uses hit/miss scoring, with a time penalty (often 10 seconds) for each miss. El Presidente drills scored under the IPSC Comstock system take the total number of points on the targets (possible 60 points) and divide that by the time taken to complete the drill. This generates a number called "hit factor," which is a numerical representation of how many points the shooter placed on target per second during the drill; e.g., shooting 55 points in 5.5 seconds would give the shooter a 10.0 hit factor. Originally, a time of 10 seconds with a stock handgun, and all the points on target, was considered good. Today, shooters using modern IPSC raceguns with muzzle brakes and red dot sights are close to breaking the three-second barrier, and even shooters using production guns with no muzzle brakes or optical sights routinely break the five-second mark.

The Dozier Drill

This drill was invented by Jeff Cooper after the kidnap of Brigadier General James L. Dozier by Italian Red Brigade terrorists. The terrorists had entered General Dozier's apartment by posing as plumbers. As many as eight completed the gang and four or perhaps five entered the apartment. One of the terrorists removed a submachinegun from his bag of tools while another terrorist read a political statement to General Dozier. At that time, US military personnel were prohibited by Italian law from carrying firearms within their areas of accommodation, which were within the local community and not on US bases. General Dozier was unarmed and unable to defend himself. In response to this incident, Jeff Cooper designed the "Dozier drill."

The range is set with five metal silhouette targets which are hinged at their base (called 'Pepper Poppers') so as to fall backwards when struck. A second participant stands well to one side and is tasked with retrieving a pistol and a magazine from a tool bag, which he must assemble and ready for action. This action mimics the terrorist who retrieved his submachine gun from his tool bag and provides a datum against which the shooter must compare his performance. On the signal, the shooter must draw his pistol and engage the five targets, representing the five terrorists, before the participant representing the terrorist retrieves his weapon and readies it for use.

Malfunction clearing drills

When engaged in combat shooting, sometimes cartridges do not feed into the chamber properly. These jams must be cleared quickly so that firing can be resumed. There are variations of malfunction drills, including the two most often required in competition: clearing a cartridge that fails to fire, and clearing a double feed malfunction.

• 1.) User Error: Magazine improperly seated, bullet is not loaded upon racking of the slide.
• 2.) Stove pipe: Spent round does not fully eject and is often seen standing upright in the ejection port appearing like a "STOVE-PIPE".
• 3.) Double Feed: Spent or unspent round remains in chamber while another round also tries to load into same space.
• 2&3 are often caused by a weak grip, or less often a mechanical issue.

Instinct Drills

Up until the mid-1980s, standard police trainers taught sight-picture shooting at all but contact distances. With the dissemination of the concept of instinct shooting with a handgun, described and explained in Chuck Klein's 1986 book, Instinct Combat Shooting, Defensive Handgunning for Police, did the method begin to be accepted by the police trainers. Though William E. Fairbairn, Sergeant Eric A. Sykes and Jeff Cooper touted the advantages of sightless shooting at close quarter distances, they did not explain how it was achieved, which was Chuck Klein's contribution.

Instinct shooting requires the same eye, hand, and mind events as throwing a baseball or darts. The shooter must devote full attention on the smallest part of the target whilst drawing the weapon to fire. Once the weapon is at the ready, the shooter must fire immediately, to avoid losing the intense focus and missing the target. This technique is most often practiced with a moving target, such as clay birds. The practical use of this drill is for life or death situations, in which the gun handler must instinctively and accurately shoot the target, or die himself. The shooter must almost simultaneously:

• See the target
• Decide to shoot
• Start moving the gun to position
• Focus on a small part of the target
• Pull the trigger the instant the weapon reaches position

U.S. CONCENTRATION CAMPS, FEMA,

AND THE REX 84 PROGRAM:

Part Of Silent Wars and Possibly A Hostile Take Over Plan Of The U.S. Government?”

President Regan signed Presidential Director Number 54 in April of 1984 that allowed FEMA to activate a secret national readiness exercise. This exercise was given the code name REX 84. The purpose of the exercise was to test FEMA's ability to assume military authority. REX 84 was so highly guarded that special metal doors were installed on the fifth floor of the FEMA building in Washington, D.C. The only people that were allowed to enter the premises were ones who had a red Christian cross on their shirt.

 The exercise required the following.....

• Suspension of the Constitution of the United States
• Turning control of the government over to FEMA
• Appointment of military commanders to run state and local governments
• Declaration of Martial Law

So how much money goes into an organization like this? Well it has been discovered that FEMA has a quasi-billion dollar budget. However, about 6% of that budget goes into the relief effort. So why is it that they need so much money? Ever wonder where the President goes when it's said he is in a "secure location"? Well most of the time that location is a secret government complex built into a mountain. It is called Mt. Weather.

There are over 600 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States.

The Rex 84 Program was established on the reasoning that if a mass exodus of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention lefts by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.

Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.

The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

Did you know? Public Law 87-297 calls for complete disarmament so the UN can "maintain internal peace". 51 million American acres are now UN designated! Military capacity of US is 65% and UN is 800% of our 1991 levels. The UN Children's Rights takes responsibility away from parents and gives it to the state. No mention of God in the UN Charter. AIDS was UN-induced for population control (House Bill 15090.) HB 666 crushes our 4th Amendment Rights. UN command of US troops (PDD 25).

APPLICABLE EXECUTIVE ORDERS

The following =Executive Orders=, now recorded in the Federal Register, and therefore accepted by Congress as the law of the land, can be put into effect at any time an emergency is declared:

10995--All communications media seized by the Federal Government.

10997--Seizure of all electrical power, fuels, including gasoline and minerals.

10998--Seizure of all food resources, farms and farm equipment.

10999--Seizure of all kinds of transportation, including your personal car, and control of all highways and seaports.

11000--Seizure of all civilians for work under Federal supervision.

11001--Federal takeover of all health, education and welfare.

11002--Postmaster General empowered to register every man, woman and child in the U.S.A.

11003--Seizure of all aircraft and airports by the Federal Government.

11004--Housing and Finance authority may shift population from one locality to another. Complete integration.

11005--Seizure of railroads, inland waterways, and storage facilities.

11051--The Director of the Office of Emergency Planning authorized to put Executive Orders into effect in "times of increased international tension or financial crisis". He is also to perform such additional functions as the President may direct.

"THESE EXECUTIVE ORDERS GROSSLY AND FLAGRANTLY VIOLATE ARTICLE 4 SECTION 4 OF THE CONSTITUTION OF THE UNITED STATES. "THE UNITED STATES SHALL GUARANTEE TO EVERY STATE IN THIS UNION A REPUBLICAN FORM OF GOVERNMENT, AND SHALL PROTECT EACH OF THEM AGAINST INVASION; AND ON APPLICATION OF THE LEGISLATURE, OR OF THE EXECUTIVE (WHEN THE LEGISLATURE CANNOT BE CONVENED) AGAINST DOMESTIC VIOLENCE." "REGIONAL GOVERNMENT IS NOT A REPRESENTATIVE REPUBLICAN FORM OF GOVERNMENT!"

Stated simply: the dictatorial power of the Executive rests primarily on three basis: Executive Order 11490, Executive Order 11647, and the Planning, Programming, Budgeting System which is operated through the new and all-powerful Office of Management and Budget.

1. O. 11490 is a compilation of some 23 previous Executive Orders, signed by Nixon on Oct. 28, 1969, and outlining emergency functions which are to be performed by some 28 Executive Departments and Agencies whenever the President of the United States declares a national emergency (as in defiance of an impeachment edict, for example). Under the terms of E. O. 11490, the President can declare that a national emergency exists and the Executive Branch can:

* Take over all communications media

* Seize all sources of power

* Take charge of all food resources

* Control all highways and seaports

* Seize all railroads, inland waterways, airports, storage facilities

* Commandeer all civilians to work under federal supervision

* Control all activities relating to health, education, and welfare

* Shift any segment of the population from one locality to another

* Take over farms, ranches, timberized properties

* Regulate the amount of your own money you may withdraw from your bank, or savings and loan institution

All of these and many more items are listed in 32 pages incorporating nearly 200,000 words, providing and absolute bureaucratic dictatorship whenever the President gives the word.

Executive Order 11647 provides the regional and local mechanisms and manpower for carrying out the provisions of E. O. 11490. Signed by Richard Nixon on Feb. 10, 1972, this Order sets up Ten Federal Regional Councils to govern Ten Federal Regions made up of the fifty still existing States of the Union.

o       Wilds of Alaska possibly East of Anchorage.

o       No access by road however, there is a railway system.

o       Facility holds 500,000 people.

• Arizona:

o       Ft. Huachua, 20 miles from the Mexican border, 30 miles from Nogales. Rex 84 program. Emergency Custodial Facility.

o       Florence WWII German/Italian POW camp now being renovated.

o       Pinal County Gila River. Renovated WWII Japanese-American special internment detention facility.

o       Yuma County Colorado River. Renovated WWII Japanese-American special internment detention facility.

• Arkansas:

o       Ft. Chaffee Has a new runway for aircraft, new detention camp facilities with cap of 20,000 prisoners.

o       Chicot/Drew Counties Jerome. Renovated spec Interment camps for Japanese Americans WWII.

o       Descha County Rohwer. Renovated WWII Japanese-American special internment detention centers.

o       Blythville AFB This base was closed but is now being used as a camp location. New wooden barracks have been constructed at this location. This camp is surrounded by high wire topped with barbed wire, and has guard towers.

o       Berryville FEMA facility located east of Eureaka on Hwy 62.

o       Omaha FEMA facility located on Hwy 65 south of old wood processing plant. It is on an old dirt road that leads to a toxic waste dump. Note: The facility in Miss. is also located on an old toxic waste dump.

• California:

o       Oakdale Ca 90 miles East of San Francisco on HWY 120. Holds a minimum of 15,000 people. REX 84 program, Emergence Custodial Facility.

o       Vandenberg AFB Located midway between San Louis Obispo, and Santa Barbara. The base is on Hwy 1 and close to Hwy 101. REX 84 program, Emergency Custodial Facility.

o       Ft. Irwin Irwin is a remote Mtn region south of Death Valley, National Monument. This base is designated as inactive however, there is a concentration camp located at this facility about 30 miles from Interstate 15 in Barstow.

o       Inyo County Manzana. Renovated WWII Japanese-American special internment detention center.

o       Modoc County Tulelake. Renovated WWII Japanese-American special internment detention facility.

o       Sacramento Army Depot No specific data at this time.

• Colorado:

o       Old Lowell AFB. Recently all new chain link fence was installed around the borders, plus 400,000 handcuffs and shackles were purchased by the government for this site.

• Florida:

o       Avon Park No data available

o       Camp Krome Located near Miami Dept of Justice detention and interrogation facility.

o       Elgin AFB This base is greater than 50 miles long extending from Pensacola Bay to Hwy 331 in De Funiak Springs. It is adjacent to Interstate 10 on the North and the Fort Walton Beach vacation spot.

o       REX 84 program, Emergency Custodial Facility.

• Georgia:

o       Ft. Benning Located East of Columbia near the Georgia/Alabama state line. - REX 84 program - Emergency Custodial Facility.

o       Unadilla, Ga Macon County; Located on east railroad street, Plunket road leads into the facility 1 1/2 miles from Unadilla on county road 230. This is a FEMA prison manned and staffed but no prisoners.

o       Oglethorpe, Ga. Macon County; facility is located five miles from Montezuma, three miles from Oglethorp. Traveling south on highway 49, located on the west side of the highway. This FEMA prison has no staff and no prisoners.

o       Morgan, Ga. Calhoun County; I-75 exit 32 to 300 south to Albany. Take highway 234 to Morgan. Go through Morgan taking highway 45 south. The FEMA facility is 1 1/2 miles on the right (west) side of highway 45. This FEMA facility is fully manned and staffed but no prisoners.

o       Camilla, Ga. Mitchell County; from Camilla take highway 19 south, travel 5.4 miles from 37/19 junction to Mount Zion Road, turn left (east) on Mount Zion Road. The FEMA facility is located on Mount Zion Road aprox: 5.7 miles south of Camilla. This facility is not manned or staffed and there are no prisoners.

o       Hawkinsville, Ga Pulaski County; located on fire road 100/ Upper River Road, 2 miles west from alternate 129 North 257 / 112 east. Five miles east of Hawkensville. This FEMA facility is fully manned and staffed but no prisoners.

o       Abbeyville, Ga. Wilcox County: south side of Abbeyvilleon highway 129 (Broad Street) off highway 280 (Main Street). This FEMA facility is fully manned and staffed but no prisoners.

o       McRae, Ga. Telfair County; 1.5 miles west of McRae on highway 134 (8th street). The FEMA facility is on Irwinton Ave. off 8th street. This facility is fully manned and staffed but no prisoners.

• Idaho:

o       Marseilles It is located on the Illinois river off Interstate 80 on Hwy 6. It is a relatively small facility with a cap of 1400 prisoners.

o       Though it is small it is designed like other concentration camp facilities with high fences topped with barbed wire and guard towers.

• Indiana:

o       Thousands of acres located just out of Indianapolis, Indiana holds a large Concentration camp facility complete with barracks, high fence, razor wire, towers, turnstyles, a railroad, helicopter landing pads, and what appears to be three large furnaces with 3inch mains on one of the buildings. This is a massive facility, still under construction with a completion date sometime in 1996.

o       Ft. Benjamin Harrison A U.S. Army facility located on the outskirts of Indianapolis will be used to hold prisoners.

o       Ft. Wayne FEMA Detention facility

o       Terre Haute FEMA Detention facility

• Kansas:

o       Leavenworth U.S. Marshal's Fed Holding Facility PFP.

o       Concordia WWII POW German/Italian POW camp being renovated.

• Kentucky:

o       Louisville FEMA Detention facility

• Missouri:

o       Richards Gebaur AFB This facility is located in Grandview, A large civilian internment facility has been built on this facility, and base personnel are restricted from the area.

• Michigan:

o       Kincheloe Correctional Facility (Formerly Kincheloe AFB with B-52 sized runways). Has five large prison buildings able to house 5000+. The facility has about 500 prisoners at this time. Location: 20 miles south of Sault Ste. Marie (Soo Locks) at the eastern end of the Upper Penninsula of Michigan.

o       K.I. Sawyer AFB Large construction program has been going on under the name of "Operation Gateway". High security is in place with a large portion of the base closed to civilian view. Location: 20 miles south of Marquette, MI in the Upper Penninsula of Michigan.

o       Raco Field Raco field is an interesting facility. The above ground runways form a perfect triangle. Few buildings appear on the surface, but ventilators can be seen. Civilian workers report that a subsurface facility exists. No publicity exists indicating what the role of Raco Field is, although something is there. To observers, it is an "inactive WWII base." Location: 15 miles NW of Kincheloe Correctional Facility on Hwy 28.

o       Bark River A large construction operation is ongoing in the Bark River, MI, area. Locals are tight-lipped. The facility is off the main highway in a wilderness area. While most of the locals say that the construction is associated with the ELF (extreme low frequency) project of world-wide communications, others suspect FEMA is involved. (Note: the ELF grid is located 100 miles NE of the Bark River area) Location: 20 miles west of Escanaba in the upper penninsula of Michigan.

o       Bay City Sits on Saginaw Bay which connects to Lake Huron. This facility has high fencing, barbed wire and guard towers.

o       Grayling Camp Grayling Michigan National Guard Base. Detention facility. Guards towers, razor wire.

o       Southwest area of the state FEMA Detention facility

o       Central part of the state FEMA Detention facility

o       Detroit FEMA Detention facility

• Mississippi:

o       Hancock County - The NASA facility at this location has two camps the first being located at the end of Kiln road at Waveland, and then the next road after ammo road at the Post Office.

o       The second camp is located in the center of a rest station back from the Interstate.

o       Inmates from the Hancock County jail claim they have worked details involving the delivery of food to these camps under the supervision of U.N. Guards.

• Nebraska:

o       Scottsbluff WWII German/Italian POW camp being renovated.

o       Northwest corner of state FEMA Detention facility

o       Northeast corner of state FEMA Detention facility

o       South Central Hastings area FEMA Detention facility

• Nevada:

o       Elco There is a prison facility 10 miles out of Elco.

o       Wells Camp is located in the O'Niel basin area, 40 miles North of Wells, and West off Hwy 93, 25 miles.

o       Winnemucca Camp is located at the I-80 mile marker 112, on the south side of the road and 3/4 miles off of the road.

o       Wells/Winnemucca Camp is located near the base line of the mountains. Reno Nevada plus 150 miles east south side of road if your headed west, 150 yards off the road.

• New Jersey:

o       Ft. Dix Fully operational prison camp with approximately 35,000 prisoners.

• New York:

o       Ft. Drum located in upstate New York, probable location for Eastern area processing of people, located near the St. Lawrence river and access to Lake Ontario. Both waterways may be used for transport. Located very close to Canada.

o       Watertown FEMA Detention facility

o       Albany FEMA Detention facility

o       Buffalo FEMA Detention facility

• Ohio:

o       Cleveland FEMA Detention facility

o       Columbus FEMA Detention facility

o       Cincinnati FEMA Detention facility

o       Lima FEMA Detention facility

• Oklahoma:

o       Oklahoma City Tinker AFB, This is a civilian detention facility, all base personnel are prohibited from going near the area, and the area is under constant guard.

o       McAlester WWII German/Italian POW camp being renovated.

o       Will Rogers Air Port This is a newly constructed FEMA facility, and it is believed that it will be used as a primary processing center for prisoners West of the Mississippi River.

• Pennsylvania:

o       Camp Hill Camp Hill Pa located off I-15. Sits across the navigable Susquehanna River from Harrisburg. Close to Cumberland Army Depot and the Camp Hill Correctional facility.

o       Crossville WWII German/Italian POW Camp being renovated.

• Texas:

o       Ft.Hood Ft. Hood has a newly built concentration camp, constructed complete with towers, high fencing, and barbed wire.

o       Mexia WWII German/ Italian POW camp being renovated.

o       Amarillo FEMA Detention facility

• Utah:

o       Millard County - Central Utah - Renovated WWII Japanese-American special internment detention facility.

Skull Valley Camp William property - west of the old bombing range South/southwestern portion of Camp Williams This camp was discovered by a man and his son who were rabbit hunting, they were discovered and apprehended.

o       Utah Lake 15 miles south of Saratoga Recreation center 200 - 300 yards off the road Black wire 40 to 50 feet tall, made to look something like a golf driving range.

o       Cedar City East of Cedar City Utah - no more data.

• Washington:

o       Okanogan County borders Canada and is a site for a massive concentration camp capable of holding hundreds of thousands of people.

• Wisconsin:

o       Ft. McCoy Located in Western Wisconsin 30 miles East of LaCrosse between the point where 90 and 94 intersect. REX 84 program, Emergency Custodial Facility.

o       Central part of the state FEMA Detention facility.

• Wyoming:

o       Park County - Hart Mountain - Renovated WWII Japanese-American special internment detention facilities.

North Central part of the state FEMA Detention facility

o       Southeast part of the state FEMA Detention facility

o       Southwest part of the state FEMA Detention facility

o       East Yellowstone - Manned facility. Investigators were apprehended by European soldiers, unable to identify the language used by the foreign soldiers, American government helped clear the situation.

RED LINE/BLUE LINE DREAM AND THE REALITY

Read the article written by K.T. Frankovich that appeared in Nexus Magazine. Be aware though, this is a true story based on the Hurricane Andrew cover-up. This is not for the weak hearted. This is how FEMA and the cops really handle emergencies when the chips are down.

WHERE IS FEMA LOCATED?

Not far from the nation's capital there is a large natural feature known as Mount Weather, located on Hwy. 601, just outside the bucolic town of Berryville, VA. Inside this mountain the FEMA develops its plans and collects information on US citizens while ensconced in what the FEMA euphemistically calls the "Special Facility". This facility is equipped with all the computer power and satellite uplinks necessary to control all the communications systems in our country and beyond. The security measures are so stringent at Mount Weather that anyone entering is subject to searches for such contraband as cameras, note pads, or any other item capable of recording information such as its interior layout.

Although only a handful of insiders know exactly how big the facility is, those who have gotten a glimpse inside Mount Weather describe a huge underground city. It is known that contained within the mountain are all the supplies necessary to keep the FEMA running for months without contact with the outside world.

Mount Weather contains a working duplicate of the Executive Branch of the Federal government, ready to swing into action at a moment's notice. Mount Weather personnel also maintain a database of information on U.S. citizens. But relatively little is publicly known about this facility.

"Mount Weather is a virtually self-contained facility. Aboveground, scattered across manicured lawns, are about a dozen buildings bristling with antennas and microwave relay systems. An on-site sewage-treatment plant, with a 90,000 gal.-a-day capacity, and two tanks holding 250,000 gal. of water could last some 200 people more than a month; underground ponds hold additional water supplies. Not far from the installation's entry gate are a control tower and a helicopter pad. The mountain's real secrets are not visible at ground level."

The mountain's "real secrets" are protected by warning signs, 10 foot-high chain link fences, razor wire, and armed guards. Curious motorists and hikers on the Appalachian trail are relieved of their sketching pads and cameras and sent on their way. Security is tight.

Mount Weather is the self-sustaining underground command center for the Federal Emergency Management Agency (FEMA). The facility is the operational center -- the hub -- of approximately 100 other Federal Relocation Centers, most of which are concentrated in Pennsylvania, West Virginia, Virginia, Maryland and North Carolina. Together this network of underground facilities constitutes the backbone of America's "Continuity of Government" program. In the event of nuclear war, declaration of martial law, or other national emergency, the President, his cabinet and the rest of the Executive Branch would be "relocated" to Mount Weather.
