Tending The Garden; Plucking Poverty By The Roots

The most severe form of poverty is ignorance; lack of knowledge or factual, true, and always objective information (as opposed to misinformation or ill knowledge). Only when we breathe, speak, and teach true knowledge to ourselves, each other, and especially to our youth will we begin the work of eradicating the overwhelming abundance of poverty from our minds, our bodies, and most importantly, our spirits; and thus, the world. This alone will heal all plagues, address every societal need, and end suffering the world over and forever. And what is knowledge without wisdom? Just look around you at our world today. Lack of wisdom is the second most severe form of poverty afflicting “Man”. Without wisdom, knowledge is just a loaded gun or an explosive device in the wrong hands. It is the obvious cure for the disease. And then, what will we do with ourselves?
Pedophiliac: The Grip Of Reality Reveals The One And Only Solution

Pedophiliac, Child molester, Child predator, Child sex slaver/trafficker, … In summarizing this…“issue”, what a complete contradiction of nature and even evolution; an abomination. And what an example to the youth of the world we have set in not only not putting an end to such atrocity everywhere it exists, but have allowed it to now be an accepted part of popular culture in some of our societies, continue in others as “tradition”, or incidents and perpetrators have become so common place that one can see them “coming out of the closet”. The damage they inflict on their victims, their victims’ family, friends, school mates, care providers, emergency response personnel, etc. go far beyond bad dreams. Our current problem is this; the DISEASE is spiritual and mental which leads to the actual physical act and crime and THERE IS NO CURE. And so, there is but ONE solution. No matter where you are, no matter your socio-politico, cultural, and/or economic back ground, only those with no reasoning will disagree. And so, no matter where you are…no matter what country, city, township, or village, ethnic group, cultural orientation, or other group, support the enacting and, most importantly, enforcement of internationally standardized laws that reflect and directly address this most serious matter. Until there is a cure, our children are not safe. Seek to initiate the passing of laws that PERMANENTLY remove offenders from society by penalties of either LIFE OF IMPRISONMENT/MENTAL INSTITUTION with NO CHANCE OF PAROLE or RELEASE until a cure is discovered or DEATH BY SOME LETHAL MECHANISM for all perpetrators of this most heinous assault on our youth. We must, also, in a formal setting, teach our youth from the early developmental stages “sex education”, the very best parenting practices among other essential “life skills”, and the need, how, and why to report offenders to assist with their protection and bringing perpetrators to justice. And we must, in a formal setting, teach current parents, educators, as well as all other care providers how to recognize a problem when they encounter it. Please, join this War on Pedophiliacs as we seek all progressive methods to “end this right now”. Why? Pedophiliacs CAN’T help themselves and the next child could be yours. Or how else will our children ever respect us again?

Dr. Arthuro Alfonso Schomburg
January 24, 1874 – June 8, 1938
An historian, writer, and activist. Schomburg was a Puerto Rican of African and German descent who moved to the United States and researched and raised awareness of the great contributions that Afro-Latin Americans and Afro-Americans have made to society. He was an important intellectual figure in the Harlem Renaissance. Over the years, he collected literature, art, slave narratives, and other materials of African history, which was purchased to become the basis of the Schomburg Center for Research in Black Culture, named in his honor, at the New York Public Library (NYPL) branch in Harlem.
Schomburg was born in the town of Santurce, Puerto Rico (now part of San Juan), to María Josefa, a freeborn African midwife from St. Croix, and Carlos Federico Schomburg, a German merchant living in Puerto Rico.
While Schomburg was in grade school, one of his teachers claimed that blacks had no history, heroes or accomplishments. Inspired to prove the teacher wrong, Schomburg determined that he would find and document the accomplishments of Africans on their own continent and in the diaspora. Schomburg was educated at San Juan's Instituto Popular, where he learned commercial printing. At St. Thomas College in the Danish-ruled Virgin Islands, he studied Negro Literature.
Schomburg immigrated to New York City on April 17, 1891, and settled in the Harlem section of Manhattan. He continued his studies to untangle the African thread of history in the fabric of the Americas. After experiencing racial discrimination in the US, he began calling himself "Afroborinque?o" which means "Afro-Puerto Rican". He became a member of the "Revolutionary Committee of Puerto Rico" and became an active advocate of Puerto Rico's and Cuba's independence from Spain.
On June 30, 1895, Schomburg married Elizabeth Hatcher of Staunton, Virginia. She had come to New York as part of a wave of migration from the South that would increase in the 20th century and be known as the Great Migration. They had three sons: Maximo Gomez; Arthur Alfonso, Jr. and Kingsley Guarionex Schomburg.
After Elizabeth died in 1900, Schomburg married Elizabeth Morrow Taylor of Williamsburg, a village in Rockingham County, North Carolina. They were married on March 17, 1902, and had two sons: Reginald Stanton and Nathaniel José Schomburg.
In 1896, Schomburg began teaching Spanish in New York. From 1901 to 1906 Schomburg was employed as messenger and clerk in the law firm of Pryor, Mellis and Harris, New York City. In 1906, he began working for the Bankers Trust Company. Later, he became a supervisor of the Caribbean and Latin American Mail Section, and held that until he left in 1929.
While supporting himself and his family, Schomburg began his intellectual work of writing about Caribbean and African-American history. His first known article, "Is Hayti Decadent?", was published in 1904 in The Unique Advertiser. In 1909 he wrote Placido, a Cuban Martyr, a short pamphlet about the poet and independence fighter Gabriel de la Concepción Valdés.
In 1911, Schomburg co-founded with John Edward Bruce the Negro Society for Historical Research, to create an institute to support scholarly efforts. For the first time it brought together African, West Indian and Afro-American scholars. Schomburg was later to become the President of the American Negro Academy, founded in Washington, DC in 1874, which championed black history and literature.
This was a period of founding of societies to encourage scholarship in African American history. In 1915, Dr. Carter G. Woodson co-founded the Association for the Study of Negro Life and History (now called the Association for the Study of African American Life and History) and began publishing the Journal of Negro History.
Schomburg became involved in the Harlem Renaissance movement, which spread to other African-American communities in the U.S. The concentration of blacks in Harlem from across the US and Caribbean led to a flowering of arts, intellectual and political movements. He was the co-editor of the 1912 edition of Daniel Alexander Payne Murray's Encyclopedia of the Colored Race.
In 1916 Schomburg published what was the first notable bibliography of African-American poetry, A Bibliographical Checklist of American Negro Poetry.
In March 1925 Schomburg published his essay "The Negro Digs Up His Past" in an issue of Survey Graphic devoted to the intellectual life of Harlem. It had widespread distribution and influence. The autodidact historian John Henrik Clarke told of being so inspired by the essay that at the age of 17 he left home in Columbus, Georgia, to seek out Mr. Schomburg to further his studies in African history. Alain Locke included the essay in his edited collection The New Negro.
The NYPL and the librarian of the 135th Street Branch, Ernestine Rose, the NYPL purchased his extensive collection of literature, art and other materials in 1926. They appointed Schomburg curator of the Schomburg Collection of Negro Literature and Art, named in his honor, at the 135th Street Branch (Harlem) of the Library. It was later renamed the Arthur Schomburg Center for Research in Black Culture.
Between 1931 and 1932 Schomburg served as Curator of the Negro Collection at the library of Fisk University, Nashville, Tennessee, helping direct their acquisition of materials. During 1932 he traveled to Cuba. While there he met various Cuban artists and writers, and acquired more material for his studies.
He was granted an honorary membership of the Men's Business Club in Yonkers, New York. He also held the position of treasurer for the Loyal Sons of Africa in New York and was elevated being the past master of Prince Hall Lodge Number 38, Free and Accepted Masons (F.A.M.) and Rising Sun Chapter Number 4, R.A.M.
Following dental surgery, Schomburg became ill and died in Madison Park Hospital, Brooklyn, New York, on June 8, 1938. He is buried in grave 13785 in the Locust Grove section of Cypress Hill Cemetery.
By the 1920s Schomburg had amassed a collection which consisted of artworks, manuscripts, rare books, slave narratives and other artifacts of Black history. In 1926 the New York Public Library purchased his collection for $10,000 with the help of a grant from the Carnegie Corporation. The collection formed the cornerstone of the Library's Division of Negro History at its 135th Street Branch in Harlem. The library appointed Schomburg curator of the collection, which was named in his honor: the Schomburg Center for Research in Black Culture. Schomburg used his proceeds from the sale to fund travel to Spain, France, Germany and England, to seek out more pieces of black history to add to the collection. In 2002, scholar Molefi Kete Asante named Schomburg to his list of 100 Greatest African Americans.
To honor Schomburg, Hampshire College awards a $30,000 merit-based scholarship in his name for students who "demonstrate promise in the areas of strong academic performance and leadership at Hampshire College and in the community."
Arturo Alfonso Schomburg's work served as an inspiration to Puerto Ricans, Latinos and Afro-American alike. The power of knowing about the great contribution that Afro-Latin Americans and Afro-American have made to society, helped continuing work and future generations in the Civil rights movement.

Stretching

Stretching is a form of physical exercise in which a specific muscle or tendon (or muscle group) is deliberately flexed or stretched in order to improve the muscle's felt elasticity and achieve comfortable muscle tone. The result is a feeling of increased muscle control, flexibility, and range of motion. Stretching is also used therapeutically to alleviate cramps.
In its most basic form, stretching is a natural and instinctive activity; it is performed by humans and many other animals. It can be accompanied by yawning. Stretching often occurs instinctively after waking from sleep, after long periods of inactivity, or after exiting confined spaces and areas.
Increasing flexibility through stretching is one of the basic tenets of physical fitness. It is common for athletes to stretch before and after exercise in an attempt to reduce risk of injury and increase performance, though these practices are not always based on scientific evidence of effectiveness.
Stretching can be dangerous when performed incorrectly. There are many techniques for stretching in general, but depending on which muscle group is being stretched, some techniques may be ineffective or detrimental, even to the point of causing tears, hypermobility, instability, or permanent damage to the tendons, ligaments, and muscle fiber. The physiological nature of stretching and theories about the effect of various techniques are therefore subject to heavy inquiry.
Although stretching is part of some warm up routines, a study in 2013 indicates that it weakens muscles in that situation.

Physiology
Studies have shed light on the function, in stretching, of a large protein within the myofibrils of skeletal muscles named titin. A study performed by Magid and Law demonstrated that the origin of passive muscle tension (which occurs during stretching) is actually within the myofibrils, not extracellularly as had previously been supposed. Due to neurological safeguards against injury, it is normally impossible for adults to stretch most muscle groups to their fullest length without training due to the activation of muscle antagonists as the muscle reaches the limit of its normal range of motion.
Types of stretches
Assisted stretching may be performed when the athlete is unable to stretch optimally unassisted. For example, during cramp of the calf muscles assistance in stretching out the muscles may help.
There are four different types of stretching: ballistic, dynamic, SMF- self-myofascial release stretching, PNF-proprioceptive neuromuscular facilitation, and static stretching. Ballistic stretching is a rapid bouncing stretch in which a body part is moving with momentum that stretches the muscles to a maximum. Muscles respond to this type of stretching by contracting to protect itself from over extending. Dynamic stretching is a walking or movement stretch. By performing slow controlled movements through full range of motion, a person reduces risk of injury. Proprioceptive neuromuscular facilitation (PNF) is a type of stretch for a particular muscle and its specific job, so resistance should be applied, then the muscle should be relaxed. Static stretching is a type of stretch whereby a person stretches the muscle until a gentle tension is felt and then holds the stretch for thirty seconds or until a muscle release is felt, without any movement or bouncing.
Effectiveness
Although many people engage in stretching before or after exercise, the medical evidence has shown this has no meaningful benefit in preventing muscle soreness.
Stretching does not appear to reduce the risk of injury during exercise, except perhaps for runners. There is some evidence that pre-exercise stretching may increase athletes' range of movement.
Flexibility (anatomy)
Some people are more flexible than others as defined by individual body flexibility score; this includes sex differences where females are generally more flexible than males.

“A Middle Passage And The People Of The Many Descendants Of Afrika”
Puerto Rico (/?p?rt? ?ri?ko?/ or /?pw??rt? ?ri?ko?/), officially the Commonwealth of Puerto Rico (Spanish: Estado Libre Asociado de Puerto Rico—literally, "Associated Free State of Puerto Rico"), is an unincorporated territory of the United States, located in the northeastern Caribbean, east of the Dominican Republic and west of both the United States Virgin Islands and the British Virgin Islands.
Puerto Rico (Spanish for "rich port") comprises an archipelago that includes the main island of Puerto Rico and a number of smaller islands, the largest of which are Vieques, Culebra, and Mona. The main island of Puerto Rico is the smallest by land area of the Greater Antilles. However, it ranks third in population among that group of four islands, which also include Cuba, Hispaniola (Dominican Republic and Haiti), and Jamaica. Due to its location, Puerto Rico enjoys a tropical climate and also experiences the Atlantic hurricane season.
Puerto Ricans often call the island Borinquen, from Borikén, its indigenous Taíno name, which means "Land of the Valiant Lord". The terms boricua and borincano derive from Borikén and Borinquen respectively, and are commonly used to identify someone of Puerto Rican heritage. The island is also popularly known in Spanish as la isla del encanto, meaning "the island of enchantment".
The ancient history of the archipelago known today as Puerto Rico before the arrival of Columbus is not well known. Unlike other larger more advanced indigenous communities in the New World (Aztec, Inca) that left behind abundant archeological and physical evidence of their societies, the indigenous population of Puerto Rico left scant records. What is known today about them comes from scarce archaeological findings and early Spanish scholarly accounts. Today, there are few and rare cave drawings, rock carvings and ancient recreational activity sites that have been identified with some degree of speculation as to who left them behind. The first comprehensive book on the history of Puerto Rico was written by Fray í?igo Abbad y Lasierra in 1786, almost three centuries after the first Spaniards arrived on the island.
The first settlers were the Ortoiroid people, an Archaic Period culture of Amerindian hunters and fishermen from the Orinoco region in South America. Some scholars suggest that their settlement dates back 4000 years. An archaeological dig in the island of Vieques in 1990 found the remains of what is believed to be an Arcaico (Archaic) man (named "Puerto Ferro Man") dated to around 2000 BCE. The Igneri, a tribe from the region of the Orinoco river, in northern South America, arrived between 120 and 400 CE. The Arcaicos and Igneri co-existed on the island between the 4th and 10th centuries, and perhaps clashed. Other tribes, such as the Saladoid and Arawak Indians, populated the island between 430 BC and 250 BC.
The Ortoiroid were displaced by the Saladoid, a culture from the same region. Between the seventh and 11th centuries Arawaks are thought to have settled the island. During this time the Taíno culture developed, and by approximately 1000 AD it had become dominant. Taíno culture has been traced to the village of Saladero at the basin of the Orinoco River in Venezuela; the Taínos migrated to Puerto Rico by crossing the Lesser Antilles.
At the time of Columbus' arrival, an estimated 30,000 to 60,000 Taíno Amerindians, led by cacique (chief) Agüeybaná, inhabited the island. They called it Boriken, "the great land of the valiant and noble Lord". The natives lived in small villages led by a cacique and subsisted on hunting, fishing and gathering of indigenous cassava root and fruit. When the Spaniards arrived, conflicts with raiding Caribs, who were moving up the Antilles chain, were taking place. The Taíno domination of the island was nearing its end and the Spanish arrival would mark the beginning of their extinction. Their culture, however, remains strongly embedded in that of contemporary Puerto Rico. Musical instruments such as maracas and güiro, the hammock, and words such as Mayagüez, Arecibo, iguana, and huracán (hurricane) are examples of the legacy left by the Taíno. Populated for centuries by the indigenous aboriginal peoples (Taínos), the island was claimed by Christopher Columbus for Spain during his second voyage to the Americas. On September 25, 1493, Christopher Columbus set sail on his second voyage with 17 ships and 1,200–1,500 men from Cádiz. On November 19, 1493 he landed on the island. Columbus named the island San Juan Bautista, in honor of Saint John the Baptist. The first Spanish settlement, Caparra, was founded on August 8, 1508 by Juan Ponce de León, a lieutenant under Columbus, who was greeted by the Taino Cacique Agüeybaná and who later became the first governor of the island. Ponce de Leon was actively involved in the Higuey massacre in Puerto Rico and then in 1508 chosen by the Spanish Crown to lead the conquest and exploitation of the Tainos Indians for gold mining operations. The following year, the settlement was abandoned in favor of a nearby islet on the coast, named Puerto Rico (Rich Port), which had a suitable harbor. In 1511, a second settlement, San Germán was established in the southwestern part of the island. According to the "500TH Florida Discovery Council Round Table", on March 3, 1513, Juan Ponce de Leon, organized and commenced an expedition (with a Crew of 200-including Women and Free Africans) departing from from "Punta Aguada" Puerto Rico. Puerto Rico was the historic 1st gateway to the discovery of Florida which opened the doors to the advanced settlement of the USA. They introduced Christianity, Cattle, Horses, Sheep, the Spanish language and more to the land (Florida) that later became the United States of America, 107 years before the Pilgrims landed. During the 1520s, traders and other maritime visitors came to refer to the entire island as Puerto Rico, and San Juan became the name of the main trading/shipping port.
Under Spanish rule, the Spaniards began to colonize the island. The Spanish settlers established the first repartimiento system, under which natives were distributed to Spanish officials to be used as slave labor. On December 27, 1512, under pressure from the Roman Catholic Church, Ferdinand II of Aragon issued the Burgos' Laws, which modified the repartimiento into a system called encomiendas, aimed at ending the exploitation. The laws prohibited the use of any form of punishment toward the indigenous people, regulated their work hours, pay, hygiene, and care, and ordered them to be catechized. In 1511, the Taínos revolted against the Spanish; cacique Urayoán, as planned by Agüeybaná II, ordered his warriors to drown the Spanish soldier Diego Salcedo to determine whether the Spaniards were immortal. After drowning Salcedo, they kept watch over his body for three days to confirm his death. The revolt was easily crushed by Ponce de León and within a few decades much of the native population had been decimated by disease, violence, and a high occurrence of suicide.

Within 50 years they were reduced to near extinction by the harsh conditions of work and by European infectious diseases to which they had no natural immunity. For example, the smallpox outbreak in 1518–1519 wiped out much of the Island's indigenous population. In 1520, King Charles I of Spain issued a royal decree collectively emancipating the remaining Taíno population. Essentially, the Taíno presence while not completely extinct had almost vanished.
As part of the colonization process, African slaves were brought to the island in 1513. Following the decline of the Taíno population, more slaves were brought to Puerto Rico; however, the number of slaves on the island paled in comparison to those in neighboring islands. The importation of Sub-Saharan African slaves was introduced to provide the new manual work force for the Spanish colonists and merchants. African slavery was primarily restricted to coastal ports and cities, while the interior of the island continued to be essentially unexplored and undeveloped.
Also, early in the colonization of Puerto Rico, attempts were made to wrest control of Puerto Rico from Spain. The Caribs, a raiding tribe of the Caribbean, attacked Spanish settlements along the banks of the Daguao and Macao rivers in 1514 and again in 1521 but each time they were easily repelled by the superior Spanish firepower. However, these would not be the last attempts at control of Puerto Rico. The European powers quickly realized the potential of the newly discovered lands and attempted to gain control of them
Spanish and other European colonists were concentrated in island's seaports. Puerto Rico soon became an important stronghold and a significant port for Spanish Main colonial expansion. Various forts and walls, such as La Fortaleza, El Castillo San Felipe del Morro and El Castillo de San Cristóbal, were built to protect the strategic port of San Juan from numerous European invasion attempts. San Juan served as an important port-of-call for ships of all European nations for purposes of taking on water, food and other commercial provisions and mercantile exchange.
The first school in Puerto Rico and the first school in the United States after Puerto Rico became a US territory, was the Escuela de Gramatica (Grammer School). The school was established by Bishop Alonso Manso in 1513, in the area where the Cathedral of San Juan was to be constructed. The school was free of charge and the courses taught were Latin language, literature, history, science, art, philosophy and theology.
Sparked by the possibility of immense wealth, many European powers made attempts to wrest control of the Americas from Spain in the 16th, 17th and 18th centuries. Success in invasion varied, and ultimately all Spanish opponents failed to maintain permanent control of the island. In 1528, the French, recognizing the strategic value of Puerto Rico, sacked and burned the southwestern town of San Germán. They also destroyed many of the island's first settlements, including Guánica, Sotomayor, Daguao and Loíza before the local militia forced them to retreat. The only settlement that remained was the capital, San Juan. French corsairs would again sack San Germán in 1538 and 1554.
Spain, determined to defend its possession, began the fortification of the inlet of San Juan in the early 16th century. In 1532, construction of the first fortifications began with La Fortaleza (the Fortress) near the entrance to San Juan bay. Seven years later the construction of massive defenses around San Juan began, including Fort San Felipe del Morro astride the entrance to San Juan bay. Later, Fort San Cristóbal and Fort San Jerónimo—built with a financial subsidy from the Mexican mines—garrisoned troops and defended against land attacks. In 1587, engineers Juan de Tejada and Juan Bautista Antonelli redesigned Fort San Felipe del Morro; these changes endure. Politically, Puerto Rico was reorganized in 1580 into a captaincy general to provide for more autonomy and quick administrative responses to military threats.
On November 22, 1595, English privateer Sir Francis Drake—with 27 vessels and 2,500 troops—sailed into San Juan Bay intending to loot the city. Even though San Juan was set ablaze, they were unable to defeat the forces entrenched in the forts. Knowing Drake had failed to overcome the city's defenses by sea, on June 15, 1598, the Royal Navy, led by George Clifford, 3rd Earl of Cumberland, landed troops from 21 ships to the east in Santurce. Clifford and his men met Spanish resistance while attempting to cross the San Antonio bridge (from an area known today as Condado) into the islet of San Juan. Nonetheless, the British conquered the island and held it for several months. They were forced to abandon the island owing to an outbreak of dysentery among the troops. The following year Spain sent soldiers, cannons, and a new governor, Alonso de Mercado, to rebuild the city of San Juan.
The 17th and 18th centuries saw more attacks on the island. On September 25, 1625, the Dutch, under the leadership of Boudewijn Hendrick (Balduino Enrico), attacked San Juan, besieging Fort San Felipe del Morro and La Fortaleza. Residents fled the city but the Spanish, led by Governor Juan de Haro, were able to repel the Dutch troops from Fort San Felipe del Morro. In their retreat the Dutch set the city ablaze. The fortification of San Juan continued; in 1634, Philip IV of Spain fortified Fort San Cristóbal, along with six fortresses linked by a line of sandstone walls surrounding the city. In 1702, the English assaulted the town of Arecibo, located on the north coast, west of San Juan, with no success. In 1797, the French and Spanish declared war on the United Kingdom. The British attempted again to conquer the island, attacking San Juan with an invasion force of 7,000 troops and an armada consisting of 64 warships under the command of General Ralph Abercromby. Captain General Don Ramón de Castro and his army successfully resisted the attack. Spain possessed Puerto Rico for over 400 years, despite attempts at capture of the island by the French, Dutch, and British.
During the late 17th and early 18th centuries, Spanish colonial emphasis continued to be focused on the more prosperous mainland North, Central, and South American colonies. This continued distraction on the part of the Spanish Crown left the island of Puerto Rico virtually unexplored, undeveloped, and (excepting coastal outposts) largely unsettled before the nineteenth century. As independence movements in the larger Spanish colonies grew successful, Spain began to pay attention to Puerto Rico as one of its last remaining maritime colonies.
Amidst the constant attacks, the first threads of Puerto Rican society emerged. A 1765 census conducted by Lt. General Alejandro O'Reilly showed a total population of 44,883, of which 5,037 (11.2%) were slaves, a low percentage compared to the other Spanish colonies in the Caribbean. In 1786 the first comprehensive history of Puerto Rico—Historia Geográfica, Civil y Política de Puerto Rico by Fray I?igo Abbad y Lasierra—was published in Madrid, documenting the history of Puerto Rico from the time of Columbus' landing in 1493 until 1783. The book also presents a first hand account of Puerto Rican identity, including music, clothing, personality and nationality.

In 1809, the Spanish government, in opposition to Napoleon, in a further move to secure its political bond with the island and in the midst of the European Peninsular War, the Supreme Central Junta based in Cádiz recognized Puerto Rico as an overseas province of Spain with the right to send representatives to the recently convened Spanish parliament with equal representation to Mainland Iberian, Mediterranean (Balearic Islands) and Atlantic maritime Spanish provinces (Canary Islands). While still swearing allegiance to the king, the Supreme Central Junta invited voting representatives from the colonies. Ramón Power y Giralt was nominated as the local delegate to the Cádiz Cortes. As the first Spanish parliamentary representative from the island of Puerto Rico, Ramon Power y Giralt, died after serving a three-year term in the Cortes. The Ley Power ("the Power Act") soon followed, which designated five ports for free commerce—Fajardo, Mayagüez, Aguadilla, Cabo Rojo and Ponce—and established economic reforms with the goal of developing a more efficient economy. In 1812, the Cádiz Constitution was adopted, dividing Spain and its territories into provinces, each with a local corporation or council to promote its prosperity and defend its interests; this granted Puerto Ricans conditional citizenship. The Ley Power ("the Power Act") soon followed, which designated five ports for free commerce—Fajardo, Mayagüez, Aguadilla, Cabo Rojo and Ponce—and established economic reforms with the goal of developing a more efficient economy. These parliamentary and constitutional reforms, which were in force from 1810 to 1814 and again from 1820 to 1823, were reversed twice afterwards when the traditional monarchy was restored by Ferdinand VII. Nineteenth-century immigration and commercial trade reforms further augmented the island's European population and economy, and expanded Spanish cultural and social imprint on the local character of the island.
In the early 19th century, Puerto Rico had an independence movement which, due to the harsh persecution by the Spanish authorities, met in the island of St. Thomas. The movement was largely inspired by the ideals of Simón Bolívar of establishing a United Provinces of New Granada which included Puerto Rico and Cuba. Among the influential members of this movement was Brigadier General Antonio Valero de Bernabe and María de las Mercedes Barbudo. The movement was discovered and Governor Miguel de la Torre had its members imprisoned or exiled.
With the increasingly rapid growth of independent former Spanish colonies in the South and Central American states in the first part of the century, Puerto Rico and Cuba continued to grow in strategic importance to the Spanish Crown. In a very deliberate move to increase its hold on its last two new world colonies, the Spanish Crown revived the Royal Decree of Graces of 1815 allowing foreigners to enter Puerto Rico (including French refugees from Hispaniola) and opening the port to trade with nations other than Spain. This was the beginning of agriculture-based economic growth, with sugar, tobacco and coffee being the main products. This time the decree was printed in three languages: Spanish, English and French. Its primary intent was to attract Europeans of who were not of Spanish origin, with the hope that the independence movements would lose their popularity and strength with increase of new loyalist settlers with strong sympathies to Spain. Thousands of families from all regions of Spain (particularly Asturias, Catalonia, Majorca and Galicia), Germany, Corsica, Ireland, Scotland, France, Portugal, the Canary Islands and other locations, escaping from harsh economic times in Europe and lured by the offer of free land, soon immigrated to Puerto Rico. It was very successful and European immigration continued even after 1898. Puerto Rico today still receives Spanish and European immigration. However, these small gains in autonomy and rights were short lived. After the fall of Napoleon, absolute power returned to Spain, which revoked the Cádiz Constitution and reinstated Puerto Rico to its former condition as a colony, subject to the unrestricted power of the Spanish monarch.
Minor slave revolts had occurred in the island during this period; however, the revolt planned and organized by Marcos Xiorro in 1821, was the most important of them all. Even though the conspiracy was unsuccessful, Xiorro achieved legendary status among the slaves and is part of Puerto Rico's folklore.
The integration of immigrants into Puerto Rican culture and other events changed Puerto Rican society. On June 25, 1835, Queen María Cristina abolished the slave trade to Spanish colonies. In 1851, Governor Juan de la Pezuela Cevallos founded the Royal Academy of Belles Letters. The academy licensed primary school teachers, formulated school methods, and held literary contests that promoted the intellectual and literary progress of the island.
In 1858, Samuel Morse introduced wired communication to Latin America when he established a telegraph system in Puerto Rico. Morse's oldest daughter Susan Walker Morse (1821–1885), would often visit her uncle Charles Pickering Walker who owned the Hacienda Concordia in the town of Guayama. Morse, who often spent his winters at the Hacienda with his daughter and son-in-law, who lived and owned the Habienda Henriqueta, set a two-mile telegraph line connecting his son-in-law's hacienda to their house in Arroyo. The line was inaugurated on March 1, 1859 in a ceremony flanked by the Spanish and American flags. The first lines transmitted by Morse that day in Puerto Rico were:
"Puerto Rico, beautiful jewel! When you are linked with the other jewels of the Antilles in the necklace of the world's telegraph, yours will not shine less brilliantly in the crown of your Queen!"
On September 23, 1868, hundreds of men and women in the town of Lares—stricken by poverty and politically estranged from Spain—revolted against Spanish rule, seeking Puerto Rican independence. The Grito de Lares ("Lares Cry" or "Lares Uprising") was planned by a group led by Dr. Ramón Emeterio Betances, at the time exiled to the Dominican Republic, and Segundo Ruiz Belvis. Dr. Betances had founded the Comité Revolucionario de Puerto Rico (Revolutionary Committee of Puerto Rico) in January 1868. The most important figures in the uprising were Manuel Rojas, Mathias Brugman, Mariana Bracetti, Francisco Ramirez Medina and Lola Rodríguez de Tió. The uprising, although significant, was quickly controlled by Spanish authorities.
Following the Grito de Lares revolt, political and social reforms occurred toward the end of the 19th century. On June 4, 1870, due to the efforts of Román Baldorioty de Castro, Luis Padial and Julio Vizcarrondo, the Moret Law was approved, giving freedom to slaves born after September 17, 1868 or over 60 years old; on March 22, 1873, the Spanish National Assembly officially abolished, with a few special clauses, slavery in Puerto Rico. In 1870, the first political organizations on the island were formed as two factions emerged. The Traditionalists, known as the Partido Liberal Conservador (Liberal Conservative Party) were led by José R. Fernández, Pablo Ubarri and Francisco Paula Acu?a and advocated assimilation into the political party system of Spain. The Autonomists, known as the Partido Liberal Reformista (Liberal Reformist Party) were led by Román Baldorioty de Castro, José Julián Acosta, Nicolás Aguayo and Pedro Gerónimo Goico and advocated decentralization away from Spanish control. Both parties would later change their names to Partido Incondicional Espa?ol (Unconditional Spanish Party) and Partido Federal Reformista (Reformist Federal Party), respectively. In March 1887, the Partido Federal Reformista was reformed and named the Partido Autonomista Puertorrique?o (Puerto Rican Autonomist Party); it tried to create a political and legal identity for Puerto Rico while emulating Spain in all political matters. It was led by Román Baldorioty de Castro, José Celso Barbosa, Rosendo Matienzo Cintrón and Luis Mu?oz Rivera.
Leaders of "El Grito de Lares", who were in exile in New York City, joined the Puerto Rican Revolutionary Committee, founded on December 8, 1895, and continued their quest for Puerto Rican independence. In 1897, Antonio Mattei Lluberas and the local leaders of the independence movement of the town of Yauco, organized another uprising, which became known as the "Intentona de Yauco". This was the first time that the current Puerto Rican was unfurled in Puerto Rican soil. The local conservative political factions, which believed that such an attempt would be a threat to their struggle for autonomy, opposed such an action. Rumors of the planned event spread to the local Spanish authorities who acted swiftly and put an end to what would be the last major uprising in the island to Spanish colonial rule.
The struggle for autonomy came close to achieving its goal on November 25, 1897, when the Carta Autonómica (Charter of Autonomy), which conceded political and administrative autonomy to the island, was approved in Spain. In the past 400-plus years, after centuries of colonial rule, Práxedes Mateo Sagasta, the Prime Minister of Spain granted the island an autonomous government on November 25, 1897 in the empire's legislative body in Cádiz, Spain, and trade was opened up with the United States and European colonies. The charter maintained a governor appointed by Spain, who held the power to veto any legislative decision he disagreed with, and a partially elected parliamentary structure. That same year, the Partido Autonomista Ortodoxo (Orthodox Autonomist Party), led by José Celso Barbosa and Manuel Fernández Juncos, was founded. On February 9, 1898, the new government officially began. Local legislature set its own budget and taxes. They accepted or rejected commercial treaties concluded by Spain. In February 1898, Governor General Manuel Macías inaugurated the new government of Puerto Rico under the Autonomous Charter which gave town councils complete autonomy in local matters. Subsequently, the governor had no authority to intervene in civil and political matters unless authorized to do so by the Cabinet. General elections were held in March and on July 17, 1898 Puerto Rico's autonomous government began to function, but not for long.
In 1897, Luis Mu?oz Rivera and others persuaded the liberal Spanish government to agree to Charters of Autonomy for Cuba and Puerto Rico. In 1898, Puerto Rico's first, but short-lived, autonomous government was organized as an "overseas province" of Spain. This bilaterally agreed-upon charter maintained a governor appointed by Spain, which held the power to annul any legislative decision, and a partially elected parliamentary structure. In February, Governor-General Manuel Macías inaugurated the new government under the Autonomous Charter. General elections were held in March and the autonomous government began to function on July 17, 1898.
The relationship between Puerto Rico and the United States dates back to the Spanish-American War, in which Spain, under the terms of the Treaty of Paris of 1898, ceded the island to the United States.
In 1890, Captain Alfred Thayer Mahan, a member of the Navy War Board and leading U.S. strategic thinker, wrote a book titled The Influence of Sea Power upon History in which he argued for the creation of a large and powerful navy modeled after the British Royal Navy. Part of his strategy called for the acquisition of colonies in the Caribbean Sea which would serve as coaling and naval stations and which would serve as strategic points of defense upon the construction of a canal in the Isthmus. This idea was not new, since William H. Seward, the former Secretary of State under the administrations of various presidents, among them Abraham Lincoln and Ulysses Grant, had stressed that a canal be built either in Honduras, Nicaragua or Panama and that the United States annex the Dominican Republic and purchase Puerto Rico and Cuba. The idea of annexing the Dominican Republic failed to receive the approval of the U.S. Senate and Spain did not accept the $160 Million Dollars that the U.S. offered for Puerto Rico and Cuba.
Captain Mahan made the following statement to the War Department:
“Having therefore no foreign establishments either colonial or military, the ships of war of the United States, in war will be like land birds, unable to fly far from their own shores. To provide resting places for them where they can coal and repair, would be one of the first duties of a government proposing to itself the development of the power of the nation at sea.”
Since 1894, the Naval War College had been formulating contingency plans for a war with Spain. By 1896, the Office of Naval Intelligence had prepared a plan which included military operations in Puerto Rican waters. This prewar planning did not contemplate major territorial acquisitions. Except for one 1895 plan which recommended annexation of the island then named Isle of Pines (later renamed as Isla de la Juventud), a recommendation dropped in later planning, plans developed for attacks on Spanish territories were intended as support operations against Spain's forces in and around Cuba. However, Jorge Rodriguez Beruf, recognized as a foremost researcher on United States militarism in Puerto Rico, writes that not only was Puerto Rico considered valuable as a naval station, Puerto Rico and Cuba were also abundant in sugar – a valuable commercial commodity which the United States lacked.
On March 10, 1898, Dr. Julio J. Henna and Robert H. Todd, leaders of the Puerto Rican section of the Cuban Revolutionary Party, began to correspond with United States President William McKinley and the United States Senate in hopes that they would consider including Puerto Rico in the intervention planned for Cuba. Henna and Todd also provided the US government with information about the Spanish military presence on the island. On April 24, Spanish Minister of Defense Segismundo Bermejo sent instructions to Spanish Admiral Cervera to proceed with his fleet from Cape Verde to the Caribbean, Cuba and Puerto Rico. In May, Lt. Henry H. Whitney of the United States Fourth Artillery was sent to Puerto Rico on a reconnaissance mission. He provided maps and information on the Spanish military forces to the US government that would be useful for an invasion.
The Spanish-American War broke out in late April. The American strategy was to seize Spanish colonies in the Atlantic — Puerto Rico and Cuba — and their possessions in the Pacific — the Philippines and Guam. On May 10, Spanish forces at Fort San Cristóbal under the command of Capt. ángel Rivero Méndez in San Juan exchanged fire with the USS Yale under the command of Capt. William C. Wise. Two days later on May 12, a squadron of 12 US ships commanded by Rear Admiral William T. Sampson bombarded installations at San Juan. On June 25, the USS Yosemite blocked San Juan harbor. On July 18, General Nelson A. Miles, commander of US forces, received orders to sail for Puerto Rico and to land his troops. On July 21, a convoy with nine transports and 3,300 soldiers, escorted by USS Massachusetts, sailed for Puerto Rico from Guantánamo. General Nelson Miles landed unopposed at Guánica, located in the southern coast of the island, on July 25, 1898, during the Spanish-American War, Puerto Rico was invaded by the United States with a landing at Guánica. Opposition was met in the southern and central regions of the island but by the end of August the island was under United States control.
