Statement from Minister Ng on the U.S. Department of Commerce's Final Review of Tariffs on Canadian Softwood Lumber

The Honorable Mary Ng, Minister of Export Promotion, International Trade and Economic Development, today issued the following statement regarding the final results of the United States Department of Commerce's Fifth Administrative Review of Tariffs anti-dumping and countervailing measures imposed on certain Canadian softwood lumber products:
“Canada is deeply disappointed that the United States Department of Commerce has significantly increased its unfair and baseless duties on softwood lumber from Canada, from 8.05% to 14.54%.
“Unjust and baseless duties imposed by the United States on softwood lumber are already harming consumers and producers on both sides of the border. This latest measure will further harm workers and communities. U.S. consumers and businesses that need Canadian softwood lumber will bear the burden of these duties, making housing even less affordable for Americans.
“It is in the interests of Canada and the United States to find a lasting solution to this long-standing dispute. We will always advocate for the interests of Canadians and use every means available to strongly advocate for workers, businesses and communities that rely on softwood lumber for their livelihoods. These include litigation under NAFTA and the Canada–United States–Mexico Agreement, and before the United States Court of International Trade and the WTO.

The United States Department of Commerce (DOC) conducts an annual review of antidumping and countervailing duty orders.
On March 14, 2023, the Department of Commerce initiated the fifth administrative review of its orders imposing antidumping and countervailing duties on softwood lumber. It released the preliminary results of this review on February 1, 2024.
The Commerce Department released its final results on August 13, 2024. The new combined duty rate that will apply to most softwood lumber exports is 14.54%, up from the previous rate of 8 .05% following the fourth administrative review.
The new rate will be applied retroactively to exports made in 2022 and will apply to new exports of softwood lumber products to the United States made by companies that have undergone the fifth administrative review.
