With Origin season upon us, what better time to take a look at the WINNING TEAM when it comes to age old battle of QLD (Maroons) vs NSW (Blues) Planning Systems. As a Maroons supporter, I have tried to put my bias aside, seeking honest insights from the broader Willowtree Planning - Town Planning, Strategic Advisory & Communications expert coaching panel.
Much like a footy team, what makes a good planning system is the ability of all the players to work together to create a functional team dynamic! So, let’s check out the key QLD and NSW players:
Ultimately both teams have some great players, for example the State Environmental Planning Policy (Transport and Infrastructure) 2021 is a skillful player that cuts through the road blocks of the NSW planning system for infrastructure projects, often not needing development approvals from Council. Similarly, QLDs Ministerial Infrastructure Designation process provides infrastructure another avenue for approvals outside of Council but without any statutory approval timeframes to work to.
However, a single great player doesn’t make a successful team.
With the NSW Planning System full of complexity, we are left thinking that perhaps the NSW players are too focused on the glory of trick passes and goose steps, forgetting that the ultimate aim is to score some tries (development approvals).

The QLD System can be a challenging onslaught of referral triggers, that would leave any coach scratching their head at which "specialist" (agency), they should be liaising with to ensure the team is match ready. For a true comparison, we turn to the team stats:
While the teams may look very different, at the end of the day they are both playing the brutal contact sport that is Planning. Each team has varied provisions across different Council area, each with their own nuances and preferences on zoning, heights, parking, traffic, flooding, koala habitat, bushfire and everything in between, which makes tackling them even trickier.

1 年Love this Sally!!! I’ve worked in NSW for 9 years now and still find the planning system overly cumbersome. Both systems have some great aspects - if only they were willing to look at each other rather than always turning to international system case studies. I might be biased too but go QLD!

1 年Very inciteful (pun intended) article Sally. In keeping with the Footy theme, maybe what is necessary is a little less administrative review and great deal more consistency particularly by the referees and the Bunker! Go the Maroons!!!
