RCI Community Funds (RCI) is planning to establish a series community investment funds to revitalize, catalyze, and impact selected communities. Its goal is to place funding strategically into real estate and local businesses to generate sustainable economic growth for underserved and economically distressed communities that have been ‘left behind.’
?We have adopted the word ‘disinvested’ which we think better describes the situations in which communities have found themselves. Other labels sometimes imply that the community did something wrong or is somehow responsible for where they are. We have found that larger macroeconomics plays a larger role while we intend to plant ‘economic seeds’ using a community fund that can grow and counter, offset, or ignore macroeconomics.
?It is possible that a resident of a community may benefit indirectly from any new business, job, residence, or community program. This makes the resident a stakeholder.
?Possibly, nothing is more frustrating to a resident in a disinvested community than to see a project come out of the ground in which they have no ownership. No matter how well the project may perform, the resident remains in the same state of wealth. Other people profit, but they do not. They are passed by. They remain left behind. They are disinvested.
?In its strategy for community revitalization, RCI Community Funds seeks to enable as many residents as possible to become stockholders with the potential to build their personal wealth.
?When creating a community investment fund dedicated to benefiting a selected community, every resident will have an opportunity to invest in the fund, where they may participate in profits earned from a pool of estate and business investments. Investments will be set at a minimum dollar level of $100. Participation will be enabled through Regulation CF investment crowdfunding, where everyone 18 or older may invest.
?When RCI purchases real estate for residences, each tenant will have an opportunity to become a part owner in the building. Each monthly rental payment will be matched with a small investment in the building. Like a passbook savings account, ownership will grow over time, with the residents participating in operating profits and appreciating the value of the building. The longer they live within the building, the more wealth they may build.
When RCI purchases real estate for retail stores, commercial office space, warehouses, or light industrial use, each business will have an opportunity to become a part owner or acquire the building. Similar to tenants in a residency, businesses will engage in a lease-to-own arrangement. With time, the businesses will build wealth in their buildings.
?When RCI invests in a local business, it will support these businesses in leveraging RCI’s investment by conducting a capital campaign. This funding may be used to hire workers, buy local products and services, and support community projects. Within these capital campaigns, residents of the community will have an opportunity to invest in one or more of these businesses. With the success of these businesses, residents, as stockholders, may build wealth.
?RCI will consider other opportunities where it may contribute to residents becoming stockholders. The wealth of the community is measured in the aggregate wealth of each of its residents, not just a few, and definitely not by the wealth of people outside the community.

?COMMUNITY REVITALIZATION AT WORK – CLINTON COUNTY, NEW YORK
?Upon closure of the Plattsburgh Airbase in 1995, the Plattsburgh Airbase Redevelopment Corp, or PARC, was established. It implemented a plan for mixed land uses, including commercial, industrial, residential, and recreational, with economic development activities designed to take advantage of the existing runway and aviation facilities. Obsolete buildings were demolished, and parcels were sold for redevelopment, resulting in the development of residential neighborhoods, community college facilities, and an assisted living community. A substantial portion of the former base containing all of its aviation assets and related properties was redeveloped into a regional aviation and aerospace hub that includes Plattsburgh International Airport, which was designated as a state Economic Development Zone. Within the first ten years, it was able to attract more than 60 companies in aerospace, rail transportation, composites, pharmaceuticals, and other industries, creating more than 1,800 jobs. https://en.wikipedia.org/wiki/Parc,_New_York
