The Major Projects Department (MPD) of our Leading Oil Company client has several projects related to Oil & Gas Production and has an urgent requirement for a high calibre SENIOR HSE ENGINEER (Oil & Gas) to be based at their prestigious HO tower building in Tripoli's Central Business District with the following qualifications and experience as a minimum:

Job Description:?

Senior HSE (Field) Engineer role will be on Projects (in the oil & gas upstream sectors) with experience in the implementation, execution, and control of HSE activities of EPC projects in its all phases starting from Engineering up to the Site Construction, Commissioning & handing over in Green & Brown Fields.

Qualification:? Bachelor’s degree in Chemical or Mechanical Engineering or equivalent from an accredited university

Specialization:? Certifications in HSE, OSHAS

Years Of Experience:? Minimum of 15+ years’ professional engineering experience in Oil & Gas industry EPC Green/Brown Field Projects

Field Of Experience:?

? Demonstrated proficiency in Oil & Gas process facilities, local and international Process safety codes and standards and regulatory codes & standards.

? Experienced in HSE execution of Brown Field Projects.

? Team player with leadership potential and shall have proactive inter-discipline communication.

? Excellent communication skills (listening, verbal & written) in English language.

Responsibilities:

? Provide complete expertise as well as support to Project Management Team.

? Responsible for ensuring that the Health, Safety and Environmental (HSE) aspects of each project are maintained to the relevant acceptable Company and international standards.

? Control of all HSE activities of site to ensure that the Site works are carried out in regulation and line with HSE requirements.

? Ensure works are carried out with the HSE regulations preventing the impact equipment on both sites to ensure they always run safely and efficiently, and to maintain and control an effective system.

? Regulating and Monitoring Contractors with the Procedures on the day-to-day activities in Field from the Project Start to Closeout.

? Preparation of HSE reports.

? Interpret and apply Company and Industry Design Standards to greenfield/ brownfield projects, with existing production facilities (e.g., API 14C, API RP 520/521, IEC 61511, etc.).

? Ensuring that potential safety issues related to the project operator, the environment, the process, and the product are considered at all stages.

? Coordinate preparation of major hazard risk assessments.

? Provide Process safety/ HSE support for greenfield/ brownfield projects including HSE philosophies, specifications for fire protection systems (Active & Passive), HFE, fire and gas detection and alarm systems, etc.

? Participate in Process Hazard reviews and analysis including HAZOP/HAZID/SIL studies and responsible for Actions close-out

? Lead/Chair the HAZOP/HAZID/SIL workshops, if required

? Technical evaluation of vendor specification for safety items

? Interface/Coordinate with other Engineering disciplines, Contractor and take lead in resolving technical matters related to safety aspects

? Provide inputs and support to projects in all Safety aspects including progress reports.
