911 International Interfaith Peace Declaration
The reason why chaplaincy support is now prioritized as a part of HRI: H-II OPSEC Advocacy, Mediation and Policy Development, for real time solution oriented strategic planning for counterterrorism operations and emergency management, is the landscape of death and destruction that results from ignoring mitigation, that results in a catastrophic damage control in crisis response landscape. Someone has to give last rites, and conduct the funerals.
In the case of the Hazmat Emergency in Manhattan after the collapse of the Twin Towers on 911, this encompassed over 10,000 preventable cancer deaths from hazardous materials exposures. Shortly thereafter, we drafted the International Interfaith Peace Declaration in 2002, with formation of the United Nations Arts initiative in 2009, Global Special Operations Network and H-II OPSEC Expeditionary Operations in 2011.
Today, with over 130 countries classified as failed, failing or fragile states, the only hope for complex emergencies that are beyond the resources and capabilities of governmental, United Nations and Non-governmental organizations is a defense supported stabilization and security objective. This grassroots focus was the foundation of Village Stability Operations (VSO) in Afghanistan, through Stabilization, Security, Transition and Reconstruction operations (SSTR), in a Comprehensive Approach Framework, as the cornerstone of Foreign Internal Defense.

The "Screams Before Silence" documentary provides a glimpse of Hurricane, fueled by the trauma that has overwhelmed Israel's youth after the October 7 Massacre. The atrocities were beyond comprehension.
Eden Golan may have been forced to change the Lyrics for "October Rain," to "Hurricane" for the Eurovision Song Contest, but the world is calling for the original lyrics be released in the soundtrack, that reflects the pain and suffering associated with Israel's 911 on October 7.
The United Nations Arts Initiative is calling for radio stations in 193 UN member countries to air the original song, with the dance choreography that communicated the true message of the song, during the Eurovision performance.

Stephen M Apatow, is the President and Founder of the UN NGO Humanitarian Resource Institute, Director of Research and Development of the Humanitarian University Consortium Graduate Studies Center for Medicine, Veterinary Medicine & Law. After 20 years of advocacy and policy development work through Humanitarian Resource Institute (UN:NGO:DESA), the Humanitarian Intervention Initiative (H-II) was established to support strategic planning, development and stabilization of humanitarian emergencies that were beyond the operational capacities of the United Nations, non-governmental and relief organizations.
